The People Analytics and Insight (PAI) Directorate was established in late 2019 as part of HR within HMRC. The Vision of the Directorate is to ‘deliver people insight and analytics to enable HMRC to shape its future through the use of evidence-based decision-making’. 

HMRC is a significant employer, with 65,000 staff, and therefore people analytics plays an important part in driving change and shaping the future of the organisation. The team was formed specifically to bring a different way of operating to HR and to facilitate greater rigour in the successful delivery of key programmes.

Job description

In this role, you will be a valuable member of the People Analytics and Insight (PAI) directorate. PAIs mission is to positively influence the engagement and effectiveness of our colleagues, by empowering HMRC to unlock the value of people information & insight, via our expert products and services. 

You will be responsible for the design, build and delivery of key Management Information (MI) reports, using HR People Data. We build self-service reports in Power BI creating accurate, relevant, and clear visualisation for all our large and varying HR data sets. This will include engaging with our stakeholders, defining requirements, and supporting the MI Community of Practice. 

You will be expected to work collaboratively with evaluation experts in the team to deliver solutions for our customers to enable them to realise the value of people related programmes and initiatives, through use of evaluation and MI.

Person specification

Main Responsibilities 

  • Analyse multiple datasets from a wide range of sources and use effective data visualisation to provide meaningful and informative insights. 
  • Provide expert advice through consultancy on Management Information, data, analytics, evidence gathering and data visualisation. 
  • Drive forward continuous improvements across our datasets, reporting and dashboards.
  • Work with stakeholders to scope out data requirements and build intuitive dashboards to meet the growing demand.
  • Maintain governance processes, ensuring that we adhere to GDPR and security guidelines.
  • Work collaboratively with other areas of expertise across PAI.
  • You will, on occasion, be asked to deputise for a Senior Manager.

Essential Criteria: 

  • Experience of working with large datasets, using multiple formula & data visualisation techniques to manipulate data in Power BI 
  • Ability to build and present reports in a customer focussed way.
  • Able to champion the strategic use of data, analysis and insight to support decision-making.
  • Excellent communication and problem-solving skills and an ability to communicate complex technical and data concepts clearly and concisely to a wide audience. 
  • Experience of working collaboratively across a multidisciplinary team.

Desirable Criteria: 

  • Understanding of the wider Power Platform, including PowerApps and PowerAutomate
  • An understanding of data security and GDPR regulations.
  • Experience of undertaking theoretical, process or impact evaluations
  • Experience of development of KPIs
