Job summary

HMICFRS independently assesses the effectiveness and efficiency of police forces and fire and rescue services – in the public interest. We promote improvements in policing and fire and rescue services to make everyone safer. 

We are independent of the Government, police and fire and rescue services. We ask the questions that we believe the public wish to have answered and produce major reports that shine a light on issues at the very heart of policing and fire and rescue services.

Job description

If you are an exceptional media relations specialist, with a sound news sense, the confidence to influence and advise senior leaders, and a demonstrated ability to deliver high-performing media campaigns, then we want to hear from you. 

Our work is in the news every day. From reviewing how a police force handled its investigation into a serial killer, to uncovering racist, homophobic and misogynistic behaviour in fire and rescue services, we have no shortage of interesting topics to communicate to our audiences through the press and social media.  

The Head of Media leads a team that is responsible for managing the press office and our social media channels (Twitter/X and LinkedIn).  

The successful candidate will be responsible for setting and implementing the organisation’s annual media and social media strategies. You will lead your team to plan and deliver media and social media content and campaigns to ensure the key messages from our reports reach the right audiences, through the right channels, and at the right time. 

As the most senior media relations professional within HMICFRS, the Head of Media plays a critical role in protecting and promoting the reputation of the organisation by continually identifying risks and opportunities and providing sound media handling advice to senior leaders. You will build close relationships with His Majesty’s Inspectors, gaining their trust as the first point of contact for any media handling advice.  

We publish new reports every week, which attract both regional and national media interest. You will take responsibility for ensuring we have media handling plans and products in place for all upcoming reports. You will maintain a horizon scan of external and internal events and reports to ensure we maximise all communications opportunities and manage any reputational risks.  

You will have strong news awareness and excellent judgement, always backing up your media handling recommendations with clear evidence. 

You will build proactive relationships with home affairs journalists and actively identify opportunities for the promotion of our key messages. You and your team will write press releases and opinion pieces, respond to reactive enquiries from journalists, arrange media interviews for our spokespeople and host press conferences. You will anticipate questions from journalists, draft lines to take and brief spokespeople on how to handle challenging questions.  

You will lead through your team to produce innovative and engaging social media content, including video and graphics, building on our work to grow our social media presence – particularly on LinkedIn. 

As a member of the Government Communications Service (GCS), you will champion best practice and adherence to the highest professional standards. You will ensure your team’s work is fully evaluated and will test new ideas. You will adapt your future strategy and approach based on your learnings.   

Please note this role is a fixed term position to cover maternity leave. 

Responsibilities 

  • Run HMICFRS’s media team.
  • Leadership of the Media Manager and Social Media Manager. 
  •  Key part of the HMICFRS Communications senior leadership team. 
  •  Provide support for the out-of-hours on call rota.  
  • If based outside of London, the successful candidate would be expected to travel regularly to the London office to help manage media interviews, which often take place early in the morning. 

Person specification

Essential Criteria  

  • Experience of working in a busy press office or media relations environment.  
  • A strong news sense and a track record in the development and delivery of high-performing media strategies to reach target audiences.
  • Experience of developing messaging and overseeing the creation of consistent and high-quality communications products and events, including press releases, opinion pieces, reactive statements, press conferences and media interviews.  
  • Experience of identifying and managing reputational risks, and providing advice to senior leaders on how to mitigate these risks. 
  • Ability and experience in building evaluation models that track communications inputs, outputs and outcomes, linking them to organisational objectives.
  • Ability and confidence to influence at a senior level to build consensus and support for your plans.
  • Ability and confidence to brief senior leaders ahead of media interviews.
  • Experience of building effective relationships with journalists and using these relationships to identify proactive media opportunities.
  • Experience of line management, including managing the workload of more junior team members and empowering their professional development.

Desirable Criteria 

  • Experience of supporting the design and delivery of social media content and campaigns. 
  • Experience of leading a team of communications professionals.

Selection process details
