Job summary

Innovation and delivery of scientific and technical approaches for research into investigations of animal disease pathogenesis, host responses and diagnosis for policy-driven government and externally funded projects, within the Transmissible Spongiform Encephalopathies (TSE) workgroup in the Pathology and Animal Sciences Department.

The Animal and Plant Health Agency (APHA) is an executive agency of the Department for Environment, Food & Rural Affairs, and works on behalf of the Scottish Government and Welsh Government. Job description

To provide scientific, technical and operational expertise to the veterinary pathologists and project leaders and actively manage the delivery of diagnostic and research within the TSE Science portfolio. This will include performing routine and advanced pathology, molecular, bioassay and gross necropsy techniques, applied in a high disease biocontainment environment to rigorous quality standards.

TSE science project delivery

Manage, coordinate, plan and undertake the delivery of histopathology, bioassay and RTQuIC requirements in support of the TSE science portfolio in a timely manner to deadlines and within budget. Working to Quality standards ISO9001:2015, ISO17025 as required. This will require:   

  • Application and refinement of specialist techniques, including  immunohistochemistry, bioassays and RTQuIC, to provide data for ongoing research and surveillance projects and for the National and International Reference Laboratories for TSE. 
  • Microscopic evaluation, interpretation and reporting of immunoassay and histological outputs to project leaders or pathologists.
  • Working in specialist high disease containment laboratories and animal post-mortem facilities (ACDP3/SAPO3 and SAPO4).
  • Support  the delivery of Agency strategic needs for the TSE Science portfolio, with a particular focus on implementing RTQuIC detection assays.

Leadership and management of specialist scientific staff and facilities

Provide management and direction to staff within allocated area including the functional management of visitors, scientific staff, facility management service provider staff and other staff working in the ACDP3

  • (with derogations) TSE laboratories, including implementing and delivering scientific and technical training.

Communication

  • Communication with team members, team lead and Veterinary pathologists through scheduled and ad hoc team meetings, one to one staff development reviews and through the provision of written progress reports. Represent Pathology and deputise for line manager at internal Pathology group meetings.
  • Scientific and technical communication through presentation of data, verbal and written reports for publication in peer reviewed journals, to customers and stakeholders and representation of TSE studies at meetings (for self and teams).

Safety & Quality

  • Supervision and monitoring of required compliance of containment facilities and staff with legislative safety and quality standards including ISO9001, ISO17025, ACDP3 and SAPO3 as appropriate.
  • Provision of Biosafety and facility advice/analysis to team leader, senior quality and safety managers.
  • Ensure that adequate training and planning for response to emergency scenarios is in place; actively lead and participate in safety inspections and audits.
  • Writing and review of risk assessments and standard operating procedures.

Learning and Development

  • Develop and maintain relevant scientific expertise

Contribute to organisational learning, supporting continuous improvement and succession planning.

Person specification

Key Experiences/Skills

  • Specialist laboratory skills in  histology, immunohistochemistry, immunological and molecular assays, and Home Office procedures covered by AsPA.
  • Leadership, team working, staff and resource management skills (i.e. managing laboratory workflow).
  • Strong interpersonal, written and verbal communication skills to represent and contextualise science, explain complex data and knowledge to a range of people. 
  • Containment laboratory experience.
  • BSc in a biological or biomedical/veterinary science.

Location

The role is based at Weybridge where the team is located and due to the nature of the role and duties required. Flexibility in working hours is required if called upon to finish a particular urgent task or call upon in an event of an outbreak.

Salary

New entrants are expected to start on the minimum of the pay band.

The site is a strategically important national asset due to its role as a reference laboratory supporting the Government’s response to national emergencies including disease outbreaks. For this reason all post holders based on the APHA Weybridge site must hold a valid Counter Terrorist Check (CTC) security clearance or above. It is up to each person applying for a post at APHA Weybridge to ensure they meet the residency criteria.

The work of the post can be physically demanding. Due to access requirements to biosecure areas, individuals must be physically able.

Out of hours work may be required in the event of an incident or as part of on-call rotas.
