Job description

The Heat Networks team is responsible for several capital  support programmes to help develop the Heat Network market in England and Wales. As part of these programmes, the Heat Network projects that we support provide us with a significant amount of data, both on application for funds and on an ongoing basis as the work that we have supported is undertaken.

Increasingly data is at the heart of what we do, and the Heat Network Data Manager will be responsible for ensuring we are able to clearly understand and communicate how the projects we support are performing and what implications this has for how our policies are designed.
The data that we gather from projects is an important contributor to the evidence base for the policy decisions of tomorrow, whether that be large scale policy interventions such as Heat Network Zoning and industry standards, or providing benchmarks to projects supported by our heat network specialists in the Heat Network Delivery Unit to help consider whether specific assumptions adopted by consultants appear reasonable.

As a Data Manager, you will play a pivotal role in our Heat Networks data management and analytics strategy. You will be responsible for overseeing the collection, storage, processing, and analysis of data to support informed decision-making and ensure data integrity and security. Your role will also involve leveraging MS Power Platform and Power BI to create a robust data architecture, produce meaningful insights and reports for various stakeholders within the Department, and ensure that data sets can be used by heat network analysts to support policy development. You will work across different work streams to reduce data silos and to enhance the value of data to the organisation.

Person specification

  • Using the MS Power Platform to ensure that projects supported are providing data required in a timely, complete and accurate manner.
  • Ensuring that data sharing agreements, where required, are in place and up-to-date.
  • Producing quarterly pipeline documents generated using the MS Power Platform. We share these with the market to help accelerate the growth of heat networks.
  • Internal reporting to senior management on benefits realisation, project activity and any other pertinent themes reported back to us by the projects supported.
  • Engaging with external organisations who store data relating to heat networks, including: the Triple Point Consortium who manage the Green Heat Network Fund, Gemserv who manage the Heat Network Efficiency Scheme, OPSS who gather data on heat networks under the Metering and Billing Regulations, Ofgem who will be the regulator for heat networks and will start to gather data on regulated organisations.
  • Working together with heat network analysts to ensure that data collection and architecture meets monitoring and analytical requirements.
  • Overseeing the design, deployment and system updates needed for MS Excel based templates as new heat network programmes are developed.

Skills and experience

Essential skills and experience:

  • Expertise  working with data across different platforms (e.g. Microsoft Power Platform), an eye for detail and delivering high quality outcomes.
  • Experience of working with data architecture, and data management.
  • Experience of working with others, building relationships and collaborating with a range of partners in a technical area where accuracy is important.
  • Presenting data and information in a way that makes it accessible to a range of audiences and communicates key information to enable decision making.
  • Delivering a quality service to monitor the effectiveness of delivery and identify trends that shape programmes of work.
  • Delivering improvements in processes and approaches to manage resources and creating enhanced value for stakeholders.

Desirable skills and experience:

  • Working within a programme or project environment.
  • Experience of working with information from industrial or technology sectors
