Salary: London (within M25): £31,169 - £32,760 

These positions are available for external applicants as well as existing civil servants on level transfer or promotion.

New recruits to the Civil Service joining MoJ are expected to join at the band minimum. Secondments and loans will be considered on an individual basis. 

Background: 

HM Courts and Tribunals Service is responsible for the administration of criminal courts, civil courts, family courts and tribunals in England and Wales working with an independent judiciary to provide a fair, efficient and effective justice system. Currently, HM Courts and Tribunals Service is embarking on a period of significant change which will require strong leadership in this critical role, operating in a culture of openness and honesty. 

The key purpose of the role is to    

  • To support and assist the Building Management Delivery manager on health and safety matters to ensure that the RCJ group complies with HMCTS’s operational requirements.
  • To provide real time advice, support and guidance to Senior Operational Managers and their staff to enable compliance with HMCTS’s security and safety policies and requirements.
  • To monitor and assist with co-ordinating all health and safety activities within the RCJ, including providing support for specific threats, risks and incidents and assessments. 

Key responsibilities 

Administration

  • Co-ordinate all information and evidence from the RCJ Group for the following:
  • Reasonable adjustments;
  • Personal injury claims;
  • Quarterly and annual health and safety self-assessments;
  • Health and Safety Audits on behalf of the Building Management Delivery Manager.
  • Undertake and report on all assessments in the above areas and offer appropriate advice and support to their Delivery Manager.
  • Oversee, support and, where appropriate, assist with incident and accident investigations of significant events which take place within the RCJ, producing lessons learned and providing the appropriate level of support to court staff to ensure future incidents are mitigated against. 

Operations and Drafting

  • Support and assist the Delivery Manager, Operations Manager, Senior Operation Managers and their staff on health and safety matters and, where appropriate, identify, support and review elements of health and safety created by the undertakings of HMCTS, including risks faced and legislative compliance.
  • Advise and assist managers and operational staff on safety risk assessments (which may include generic risk assessments and safety inspections) for staff, visitors and premises ensuring that safety risks are identified and evaluated regularly at the appropriate level and drive efficiencies by sharing significant findings and best practice across site; and
  • Monitor and evaluate the progressing of personal injury claims, managed by HMCTS Security and Safety, made against HMCTS, ensuring the reputation of the Agency is maintained.
  • Monitor and evaluate the progressing of workplace reasonable adjustments and bespoke applications for reasonable adjustments, managed by HMCTS Security and Safety, under the HMCTS Access to Work scheme.
  • Support and assist the Delivery and Operations Manager with a full programme of building and management system inspections and audits to check compliance with safety policies and legislation, ensuring that each building’s arrangements are reviewed at least once every three years or sooner should the risk dictate.
  • Report on action plans and the implementation thereof and quarterly self assessment reports arising from the above inspections/audits and policy requirements, ensuring that targeted advice, guidance and support is provided at local level where appropriate.
  • Assist with the monitoring of the Safety performance of TFM providers and contractors in premises and work with MOJ Estates and Procurement and courts and tribunals to ensure compliance with HMCTS’s security and safety policies and arrangements.
  • Liaise directly with TFM providers on site specific H&S issues including method statements and associated risk assessments. Give reassurance that the safety of HMCTS staff, court users, public and contractors has not been compromised by working closely with the TFM provider to comply with health and safety legislation. 

Processing and managing casework

  • Assist managers and operational staff with safety risk assessments (generic risk assessments and/or safety inspections for staff, visitors and premises) ensuring that safety risks are identified and evaluated regularly at the appropriate level and drive efficiencies by sharing significant findings and best practice across site and other Regions; and
  • Research and support personal injury claims, managed by HMCTS Security and Safety, made against HMCTS, ensuring the reputation of the Agency is maintained.
  • Research and support workplace reasonable adjustments and bespoke applications for reasonable adjustments, managed by HMCTS Security and Safety, under the HMCTS Access to Work scheme. 

Calculations and analysis

  • Produce monthly and quarterly trend analyses of safety incidents on OPTICS and accidents for consideration within Region.
  • Communicate and implement local safety initiatives to resolve and mitigate against safety risks. 

Communications

  • Advise and support managers and staff on safety issues as well as specific safety risks or incidents and accidents.
  • Assist their Delivery Manager as “specialist” point of contact on RCJ for all safety matters with staff, judicial office holders, justice stakeholders and others when matters are beyond the competency of local staff and managers.
  • Develop, implement and improve safety education and awareness to operational staff and stakeholders at Regional and Senior Operational levels.
  • Manage expectations of all staff and senior Judiciary in relation to H&S compliance and in accordance to HMCTS H&S policy. Arranging support and information for Local H&S Officers and arranging training where necessary.
  • Organisation of First-Aid sub-committee meetings. Ensuring First Aid supplies, training and sufficient appointed first aiders for the RCJ group rota are maintained as a legal requirement and in accordance with First Aid Regulations 

Representation

  • Act as assistant professional support for the Region’s Health and Safety Committee and any other Committee arrangements so determined by the Operations Manager. 

Specialist roles

  • Assist the leadership team, the Delivery Director and Operations Manager to embed the security and safety policies and procedures. This will include:
    • Disseminating security and safety policies and guidance and working to implement these effectively throughout the Region; and
    • Monitoring compliance, whilst providing targeted support and guidance in identified areas of vulnerability and non-compliance;
  • Administering systems and processes for measuring operational compliance with relevant security and safety policies.
  • Identify and investigate incidents relating to safety and security and draft relevant reports for review by management.
  • Willingness to attend relevant H&S training including to include attaining a NEBOSH General Certificate.
  • Carry out local training on an ad hoc basis in relation to Health and Safety. 

Accountability

  • Reporting to the Building Management Delivery Manager. 

Other duties 

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. 

Essential Skills & Criteria:

  • Experience of managing a team
  • Knowledge of health and safety legislation
  • Proficient with IT and Microsoft Software packages
  • Excellent communication and organisational skills

Working Hours / Pattern:

Standard full time working hours are 37 hours per week.
