The Secretary of State for Health has a Statutory Duty to promote research and the use of research evidence, and to provide oversight of the health and care research system in England, working with partners across the research ecosystem.

The NIHR Research Delivery Network (RDN) launched in April 2024 and supports the country’s world-class research system to deliver high quality research. With a contract value of circa £430m p.a, the RDN builds on the success of the NIHR Clinical Research Network (CRN), with staff working in all health and care settings to support the effective and efficient initiation and delivery of research. The NIHR RDN operates as 1 organisation across England, through a network of 12 Regional Research Delivery Networks (RRDNs) and a central Coordinating Centre (RDNCC).

Job description

This role will lead on the implementation of the national change programme underpinning the transition of the NIHR CRN to the RDN, ensuring delivery of the RDN strategic objectives and the contract with the NIHR RDNCC.

Working closely with stakeholders from DHSC, NIHR and the wider research ecosystem, the postholder will also support the implementation of the recommendations from the Lord O’Shaughnessy Review, to deliver the longer-term UK vision for the future of clinical research delivery.

This role presents a unique opportunity to influence the research ecosystem through a sector-wide programme of change which delivers a vision to transform the future of UK clinical research.

Person specification

  • Lead for the Science Research and Evidence Directorate, DHSC on the implementation of the national change programme underpinning the transition of the NIHR CRN to the RDN, ensuring delivery of the RDN strategic objectives and the contract with the NIHR RDNCC.
  • Oversight of the delivery of the RDN operating framework and strategy, providing strategic policy direction to ensure it evolves to support research across the health and care sector.
  • Working closely with the RDN Board and other stakeholders across the research ecosystem, support the development of the national clinical research delivery workforce across all settings.
  • Lead for the Science Research and Evidence Directorate, DHSC on input into Government initiatives to improve the set up and delivery of clinical research activity through the RDN, specifically with a focus to improve the speed of set up for commercial studies. 
  • Lead on strategic engagement activity to support the development of the RDN. Manage a complex set of relationships with stakeholders across the clinical research community, developing relationships across the system, including NHS R&D and industry.
  • Lead the development of a new national funding model to support research delivery across all care settings.
  • Provide leadership and expertise relating to the RDN on DHSC transformation programmes, including data and digital programmes as well as the Research, Resilience and Growth (RRG) programme.
  • Provide regular briefing (both written and verbal) for Ministers, senior decision makers in Whitehall, the Life Sciences Council and other senior officials as required.
  • Supervise a team of staff, including some line management responsibilities, to coordinate the RDN transformation programme to ensure it delivers against the vision and strategy, working closely with the DHSC Science Research and Evidence Directorate.

Key skills and experience required for the role

Essential:

  • Excellent and persuasive written and verbal communication skills, including evidence of presenting to very senior stakeholders within e.g. government departments, the NHS or Universities.
  • Strong interpersonal, stakeholder management and influencing skills, capable of effectively leading teams across different organisations to deliver objectives.
  • Experience of designing and implementing strategies and an ability to work flexibly and at pace to adapt plans and resolve complex issues
  • Strong analytical and reasoning skills, demonstrating the ability to take information and evidence from a variety of sources in forming recommendations about policies and initiatives.
  • Ability to build credibility with external stakeholders, such as NHS R&D and the life sciences industry, with experience of working with, or in the NHS, pharmaceutical, biopharma or HealthTech sector to develop, deliver or manage research.
  • In-depth understanding of the research landscape in the UK with experience of working with senior individuals in a relevant sector e.g. NHS, universities, industry, charities, and/or research funders.

Desirable:

  • Experience of significant programme and project management, including budget management.
  • Scientific background with significant experience of research commissioning and/or research management.
  • Understanding of international ethical, scientific and practical standards for the conduct of clinical research, and the regulatory and governance frameworks through which they are applied in the UK.
  • Understanding of the drivers of commercial study placement in a competitive global market.
  • Understanding of the role of the MHRA, HRA and other regulators in assuring and facilitating effective research delivery.

Your normal place of work will be your contractual primary workplace, usually either London or Leeds.  Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support. 

You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate. 

Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need. 

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.

New Entrants to the Civil Service
