The Head of Performance role within Director of Regulation’s Divisional Support Unit acts as the single point of contact within Divisional Support Unit for delivery and performance reporting to 3 Operational Divisions’ Senior Leadership Teams and Director of Regulation Office. This is an influential and high profile role within HSE’s operational Divisions providing high quality workload and performance reporting to 3 operational divisions.  

Occasional travel to the Bootle Office will be required for this role.

Job description

Key Responsibilities  

  • Line management of B4 Performance Manager.   
  • Leading the production, analysis and narratives for a range of weekly and monthly standardised reports and operational delivery dashboards to; Divisional, Unit and Group level to support effective workload management and management of performance against a range of Key Performance Indicators across a diverse range of regulatory processes/activities.  
  • Development of bespoke divisional performance reporting to enable a suite of reporting for regulatory processes supporting achievement of KPI’s to supplement and adapt reporting available on HSE corporate systems (e.g. gathering and reporting projected reporting against KPI’s) 
  • Direct the provision of Divisional level management information for Divisional Senior Leadership Teams and Director of Regulation presenting trends and lead indicators for regulatory processes underpinning achievement of KPI.  
  • Support Divisional Support Team Band 2 in identifying the scope and design of deep dives into regulatory processes and lead on production of comprehensive analysis and discussion at a senior level in order to identify opportunities for improvements. 
  • Act as main point of contact with business intelligence community to ensure provision of corporate data meets the needs of divisional reporting across 3 operational divisions including the development and validation of bespoke data sets. 
  • Provision of ad hoc reporting, designing the retrieval, validation and manipulating of data sets into clear and concise reporting and leading the analysis for senior leaders to Director level. 
  • Establish regular contact within HSE performance community and other government departments as appropriate to share and gain insight into best practice for performance management and implement as appropriate best practice into all our activities.
  • Responsible for the retrieval, validation and concise/accurate reporting of complex data sets to tight timescales informing responses to FOI, Data Access Requests and data and analysis for SELCOM, Ministers, COVID Inquiry and other high profile stakeholders, with provision of accurate relevant data as required and accurate interpretation/briefings. ​   
  • Ensure accurate recording of reactive regulatory delivery and activities that align with operational procedural guidance and performance standards, including the identification and resolution of data quality issues which impact on achievement of KPIs for each Division.  
  • Lead the design and implementation of proactive monitoring against key regulatory activities to ensure effective case management in line with HSE KPI’s and early identification of areas in need of attention.
  • Ensure timely monitoring of progress of inspections against the workplan and produce and present quality and timely reports to Heads of Operations, Senior Leadership Teams and Engagement and Policy Division to monitor performance.  
  • Represent Divisional Support Unit at regular delivery meetings/forums with colleagues in other HSE divisions, operations and senior leaders, on regulatory matters including achievement of inspection profiles as requested.    
  • Ensure the provisions of high quality and timely information and data to ensure that operational leaders and the Head of DST have the right information to maximise delivery.

Person specification

Essential Skills and Experience

  • Experience of working in a similar performance role supporting large operational divisions within a complex, public sector, or regulatory environment  
  • Use of Microsoft 365 in particular Microsoft Excel, Power Apps, including Power BI. 
  • Experience of developing comprehensive reporting against operational KPI’s including developing performance dashboards and development of lead indicators for regulatory processes  
  • Ability to manipulate and analyse large data sets and respond with accurate information at pace to complex requests  
  • Experience of data analytics to be able to interpret data requirements and present data in a clear and compelling way, using graphical representations and data visualisations and well-structured narrative reports 
  • Leading complex stakeholder management activities across 3 regulatory divisions, that include the collaboration on, definition of and buy-in to the development of new reporting methodologies 
  • Inspiring leader, able to work at pace and with well-developed communication, influencing and interpersonal skills, including establishing credibility with senior leaders. 
  • Proven ability to create a culture of inclusion, innovation, collaboration and teamwork, holding people accountable for performance and celebrating success

The Sift will take place W/C 7th May 2024.

Interview Information

If successful at the sift stage, you will be invited to an interview where you will be asked to complete a short exercise and then asked the behaviour competencies as outlined above. More detailed information on the exercise will follow if invited to interview.
