R&R Client Team

The Restoration & Renewal (R&R) Programme has a mandate from both Houses of Parliament to preserve the Palace of Westminster for future generations and ensure the safety of all those who work in and visit the Palace, now and in the future.

Introduction 

The R&R Client Team is a new Joint Department which acts on behalf of both Houses of Parliament, and formally on behalf of the Clerk of the Parliaments and Clerk of the House.  Its role is to ensure that the requirements and benefits of R&R are clear, to instruct the independent Delivery Authority in its work, and to scrutinise work on the programme to ensure value for money.

It has a crucial role in developing the case for R&R, engaging on this and securing political and wider agreement on the strategic delivery of the programme.  This is an exciting time as we have new Governance arrangements reporting to a Client Board (the Commissions of each House meeting jointly) and working through a new, highly performing R&R Programme Board including extremely senior political and external membership.

Job description

We have an exciting opportunity to join our Programme and Assurance team as the Head of Planning and Performance.

This is a senior leadership role accountable for developing and leading the implementation of the R&R Programme Plan and ensuring there is effective programme performance reporting to effectively manage against the plan and successfully deliver the programme.

The R&R Client Team is a lean team but highly influential and strategic. The R&R programme has significant interfaces and dependencies with other strategic Parliamentary programmes and you will need to be able to clarify interfaces in an uncertain and highly political environment, influencing senior leaders to ensure that accountabilities and delivery are clear.

Some of the responsibilities for this role include:

  • Lead the phase 1 planning and implementation of the plan ensuring all strands of programme activity are planned.
  • Oversee the production of plans by the Delivery Authority and Strategic Estates and provide direction.
  • Monitor, record and report progress of the R&R plans to ensure the required outcomes of the programme are achieved
  • Ensure programme performance reporting from the Delivery Authority, Strategic Estates and Client Team is effective to allow successful delivery of the programme.
  • Building relationships to achieve a collaborative and deliverable plan including facilitation of joint working.

Person specification

To be successful in this role you will demonstrate:

  • Highly experienced and skilled in programme management.
  • Ability to work in a highly demanding and complex environment, at times under considerable time pressure.
  • Experienced in influencing at a senior level, including successfully facilitating joint decision-making and building linkages between stakeholders.
  • Has the ability to provide direction and build collaborative relationships, but while maintaining the Client Team’s position on issues that may present risk to the delivery of the programme.
  • Good organisation skills with experience in introducing or improving services and ensuring success in delivering desired outcomes, including delivering complex, multiple activities and leading on initiatives across more than one Team.
  • Proven ability to lead, engage and motivate colleagues, promote a culture within which effort and delivery of outcomes are both recognised and rewarded and where everybody is treated with dignity, courtesy and respect.
  • Excellent communication skills with the ability to communicate simply, clearly and authoritatively in person and in writing.
  • Strategic and collaborative thinker with high-level decision-making and problem-solving skills.
