Job Summary

This is a senior role within CCS reporting to the Director of Marketing and Communications and working closely with other members of the Senior Leadership Team. The role is responsible for planning and implementing the marketing strategy for the organisation aligning with the corporate vision and business objectives. The post-holder will provide leadership and direction and manage the marketing, design and events resource deployment to support the overall business strategy, including providing oversight and strategic leadership of external providers and partners. The role will work with the Director of Marketing and Communications and Head of Communications, to lead the development and implementation of a brand strategy for CCS, aimed at positioning the organisation to add the greatest value to its public sector customers

Team Summary

The marketing and communications team in CCS is a multi-discipline team of marketing, events, branding, design, communications and engagement professionals. The team as a whole includes 25 positions across the disciplines. This role is responsible for leading the marketing half of the team, which has 13 team members. You will directly line manage the Deputy Head of Marketing and Senior Marketing Officers. 

 You would be joining the team at an exciting time as they seek to develop a new brand strategy and create a shift in our approach to B2B marketing.

Key Responsibilities:

  • To develop and agree, in conjunction with key senior stakeholders, the organisation’s overall marketing strategy covering a range of customer value and service propositions delivered via a wide variety of channels.

  • Ensuring the implementation of effective marketing strategies, and the development and delivery of campaigns to drive ambitious growth within the wider public sector.

  • Focusing on growing audiences and the uptake for CCS products and services through paid-for and content-led campaigns to support both awareness raising and lead generation.

  • To use advances in data and spend analysis to drive core target audience initiatives through and across all departments.

  • Collaborating with senior team members across all departments to uncover insights and create innovative marketing and branding strategies.

  • To be the thought leader and specialist expert in marketing to ensure maximum benefit is achieved through marketing and events activities.

  • Developing, implementing and owning the corporate brand identity in consultation with senior leadership, and partners, including working with the Director of Marketing and Communications and an external delivery partner to develop and implement a brand strategy. 

  • Lead and develop the Marketing and Events Team, nurturing them to high performance and excellence which is recognised and admired across central government, drawing on best practice from the Government Communications Service.

  • Identifying opportunities for supplier partners and managing strategic relationships with external delivery partners in  creative, media and specialist services.

  • Ensuring that all current marketing and copyright regulations comply with accepted professional standards, policies, procedures, and legislation.

  • To manage the marketing budget and report progress on key performance measures. 

  • Monitoring, reviewing, and reporting on all marketing activities, results, and Return on Investment (ROI).

  • Promoting and embedding strong and inspirational leadership to the entire team by demonstrating the organisation’s values. 

  • Acting as a senior leader within CCS, working across the directorate and other areas of the business to support the effective running of the organisation.  

Person specification

Essential Criteria (To be assessed at application stage):

  • Experienced leader and manager, capable of leading large and diverse teams. 

  • Demonstrable ability to think strategically, with experience of developing marketing strategies and leading b2b marketing campaigns, with demonstrable results. 

  • Experience in brand management, including managing oversight and compliance with brand guidelines, and experience of further developing a brand’s value proposition. 

  • Ability to manage external delivery partners to deliver against strategic requirements, holding them to account to ensure value for money. 

  • Ability to prioritise workload effectively for themselves, and their teams and to manage expectations with internal customers. 

  • Excellent communication and presentation skills to explain marketing plans and strategies and bring colleagues and stakeholders with them. 

Desirable criteria:  

  • Knowledge and understanding of the UK public sector and civil service with an appreciation for how it operates in line with ministerial work.

In the event of a high number of quality candidates, desirable will be used as a second sift.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Experience and Technical skills.

Assessment 

If you are shortlisted, you will be asked to complete online psychometric tests and a feedback session with an Occupational Psychologist (allow up to 4.5 hours for this).  You will also be asked to take part in a staff engagement exercise. These assessments will not result in a pass or fail decision. Rather, they are designed to support the panel's decision making and highlight areas for the panel to explore further at interview.

Selection Process

Candidates who are successful at sift will be contacted as soon as possible following the closing date and advised of the interview process in more detail.
