Job summary

The Arts and Libraries Team is a fun and fast-paced place to work. We are privileged to work on high profile and impactful policies - made more interesting still as arts and libraries are areas that many of us enjoy in our personal lives.

Across the team we have sponsorship responsibility for The National Archives, the British Library, Arts Council England, and Theatres Trust. We also are responsible for the delivery of a wide range of programmes including (among others) the Cultural Development Fund, the Libraries Improvement Fund, and capital investment in the National Theatre. We are currently working towards publishing a new government public libraries strategy.

Job description

Public libraries are well-loved and important local institutions, sitting at the heart of their communities. Our ministers have a statutory role, under the Public Libraries and Museums Act 1964, to superintend, promote the improvement of the network of around 2,900 public libraries across England - you’ll play a pivotal role in supporting them with this. You’ll also help councils to understand their legal duties, investigate any complaints made to the department about local provision, and advise ministers on how they should respond.

You’ll lead a small team that does high profile and politically sensitive work. We engage with library services and other organisations in positive ways to support good practice - for example, policy on Public Lending Right and collaborating on a project to collect and use robust and timely data about public libraries in England. You will be the team’s lead on liaising with Arts Council England, the development agency for libraries, and supporting them with developing policy and on any Spending Review bids relating to the sector.

Person specification

The ideal candidate would have the following key skills and experience:

Essential requirements:

  • Strong team leadership and delivery skills, to manage the delivery of diverse work streams at pace and ensure high quality work is delivered on time
  • Strong stakeholder engagement skills, to manage a diverse range of stakeholders with tact and sensitivity; and build capability in your team
  • Sound judgement in identifying and analysing evidence to develop and present robust policy advice, and provide excellent input at policy development, strategic or operational levels
  • Strong and practical appreciation of how data could be collected and imaginatively used to improve local service delivery and national sector overview 

Desirable skills:

  • An interest in public sector service innovation
  • A practical appreciation of local authority issues and decision-making
  • An interest in the public libraries sector and the contribution it makes to a wide range of strategic outcomes at local and national level
  • Knowledge or experience in developing business cases for government funding and/or managing contractual negotiations and processes

This role is full time only. Applicants who wish to work an alternative pattern are welcome to apply however your preferred working pattern may not be available and you should discuss this with the vacancy holder before applying.
