Job summary

This role sits in the DLUHC Knowledge and Information Management (KIM) team, part of the Digital Directorate. Supporting the Head of KIM, you will be responsible for the development of information management policies for the department, and for influencing stakeholders to embed information governance into wider departmental work. You will manage KIM search and discovery, providing professional information management advice and support to the department in response to public inquiries, judicial reviews, and other investigations, and will oversee provision of corporate library and information services.

Job description

The role will be responsible for:
•    Leading the development and implementation of strategic information governance policies for the department, responding to changing departmental and user needs, technology and legislation to meet regulatory and cross-government information compliance requirements.
•    Working agilely across teams and in collaboration with KIM colleagues to embed user-led, regulatory compliant KIM best practice into projects and policies being led by other parts of the department.
•    Providing professional information management advice and support to the department in response to public inquiries, judicial reviews, and other investigations. Ensuring timely and rigorous search and disclosure in line with regulatory requirements, and advising on search commissions, including search strategies and locations, to meet requester needs.
•    Developing strong relationships with the business and key stakeholders, including colleagues in cyber, IT and the wider Digital team, building a coherent, collaborative approach to ensure everyone’s interests are represented in policy and guidance development and when handling information.
•    Oversight of the library service provided to DLUHC staff, ensuring the appropriate acquisition and management of library information resources, identifying and responding to business need to get the best value for money and ensuring that service standards are met. 
•    Acting as part of the KIM Senior Leadership team, collaborating to develop the strategic direction of KIM in DLUHC and staff line management.
•    Working flexibly within the KIM Team to participate in other KIM projects (e.g. lifecycle management and disposition of digital information) as required

Person specification

The successful person in this role will have the following experience and skills:
1.    A KIM professional, or have a strong working knowledge of what good information management looks like
2.    Experience of managing and searching for information in Microsoft 365
3.    Experience of reviewing procedures and systems around information management to identify improvements and simplify processes, ensuring all data and information is managed effectively.
4.    Strong awareness of KIM legislation
5.    Good drafting and strong interpersonal skills, including influencing, communicating technical information to a nontechnical audience, building relationships, and developing collaborative working across different teams to deliver improved outcomes.
6.    Be highly organised, able to manage a complex workload and keep accurate records of their activities. 

The following will also be an advantage:
7.    Familiarity with Microsoft Purview eDiscovery
8.    Knowledge or experience of digital working practices, being comfortable working in a changing digital environment and adapting swiftly to change.
9.    Awareness of developing information governance activities within and beyond the Civil Service. 
10.    Experience or understanding of records management processes, for example, lifecycle management and dispositions.

Grade 7 salary 

  • The salary for this role is £51,934 (National). 
  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.

Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. If you are a Secondee, this will not apply as you will remain on your home organisation’s terms and conditions.

Internal Fraud Database 

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
