Job description

Do you want to join a high profile, friendly, diverse team committed to decarbonising the UK energy system? This is a really exciting time to come and work on hydrogen!

The Hydrogen Economy team leads an expanding programme to enable the growth of the low carbon hydrogen sector in line with the Government's Hydrogen Strategy. In April 2022, the UK Government, through the British Energy Security Strategy (BESS), committed to 10GW of low carbon hydrogen production by 2030 – alongside new business models for hydrogen transport and storage (T&S) infrastructure by 2025.

The Hydrogen Economy team has since then published several updates on this work, including: a consultation on hydrogen networks, subsequent minded-to positions on our approach to hydrogen T&S and the most recent update which included information on hydrogen blending, business model allocation and strategic planning.

Hydrogen is set to play a key role in decarbonising industry, transport and power and supporting energy security. Hydrogen transport and storage infrastructure will be critical to enable this emerging hydrogen economy - connecting producers with consumers, and balancing supply and demand (system flexibility).

The Transport Business Model team is leading the development of a supportive commercial/regulatory framework to unlock the significant (pipeline) infrastructure investment that is likely to be required. This is a pivotal role at the heart of scaling up the hydrogen economy with clear and publicly announced commitments.

We are looking for a leader for this team to take this policy from design through to delivery and negotiation. It is a fantastic opportunity to significantly contribute to making projects a reality.

You will have the opportunity to lead all areas of the business model design, working closely with economists, technical advisers, finance advisers, industry, Regulators and policy colleagues across the Department and Whitehall.

Key responsibilities

As part of the leadership team delivering a hydrogen economy you will provide leadership of a multi-disciplinary and high-performing team in an innovative and complex environment. You will work closely with Grade 6 colleagues in the hydrogen economy team and wider directorate to ensure joined up policy making.

In this role, you will take overall responsibility for developing and delivering the Hydrogen Transport Business Model. You will provide leadership and oversee policy development to take the transport business model through final design and into delivery and negotiation phase. You will lead three teams and manage a team of 8 colleagues (line managing three directly) across work streams including:

- Policy, Strategy and Allocation: develop a clear picture of what we are funding, why, and how this will be achieved through the allocation process

- Economic Regulation: Framework options development and detailed design

- Commercial and quantitative design work: working with economists and finance advisers to unpack risk, finance ability and subsidy design.

In delivering these responsibilities, you will:

- Work in deep collaboration with policy teams aiming to deliver a successful UK hydrogen economy

- Build strong relationships and collaborate extensively across the energy sector and beyond to identify and implement solutions to any relevant regulatory, political, engineering and economic issues.

- Continue to build the team so that it can take on these challenges - through recruitment, hiring secondees, training courses and shared learning.

- Business Case development

The role will involve line management responsibilities, matrix management (on specific outputs), management of external advisers and close working with corporate advisors and specialists.

- Have good project management skills, with a track record of delivery against challenging deadlines.

- Have experience in economic regulation and/or commercial work (desirable but not essential).

- Are an analytical thinker (quantitative and qualitative) who is able to evaluate policy trade-offs.
