Job summary

The Cabinet Office’s Equality Data and Analysis Division is seeking to employ a Head of Gender Analysis to develop and deliver an evidence base to support gender policy for the government.

In undertaking this role the post holder will need to work at pace while delivering good quality analysis and products to support decision making.  They will also lead and support a team of mixed analysts including statisticians and social researchers.

The role supports policy officials in the Gender and the Workplace Team by providing analytical guidance and an evidence base to support development, delivery and evaluation of gender policy.  

This will include identifying differences in, for example, people’s employment patterns, pay, education, health, and experiences of violence as well as understanding why those differences exist.  

The role will use a mix of analytical and communication skills to produce and share evidence with ministers, policy officials and key stakeholders.

Job description

The Equality Data and Analysis Division (EDAD) requires a Head of Gender Analysis to:

  1.   Generate and deliver the evidence base needed to support gender policy development, implementation and evaluation within the Equality Hub and support officials across government departments to do the same.
  2.   Generate and deliver data and analytical briefings for ministers, special advisors, policy officials and key external stakeholders.
  3.   Establish the analytical direction for, and deliver, future stages of the Equality Data Asset to improve data linkage and improve the availability of equality data across EDAD.
  4.   Support the Head of Cross Equality Analysis to develop and deliver the evidence base to understand how people’s different characteristics and circumstances combine to affect their opportunities in a range of policy areas across EDAD.

In delivering this work the Head of Gender will maintain and manage a team of analysts from a variety of professions backgrounds.

The post holder will work closely with analytical, policy and other officials within the Equality Hub, across Government Departments and externally including academic organisations and others. 

The role will involve a blend of new evidence generation to align with policy interests, rapid reviews of evidence, original statistical analysis, and designing and managing commissioned research.

It is anticipated that this role may best suit candidates with a background in social research, which matches the skills of the existing team.  However, applications from suitable candidates from all analytical backgrounds are welcome.

Person specification

Essential Skills

  • Experience of developing and managing a team of analysts from a range of professions to ensure delivery of a broad programme of analytical work.
  • Specialist research and analytical expertise to deliver an evidence base to support gender and wider equality policy.
  • Experience of procuring and managing commissioned research or analytical projects.
  • Ability to maintain productive stakeholder relationships with ministers, political appointments, cross government policy and analytical officials, external members of government appointed taskforces and groups, and academics. 
  • Experience of delivering work at pace and to a high standard, often to meet detailed short term requirements.
  • Strong communication skills such that complex analytical findings can be easily understood by non-technical audiences and used to develop, deliver or evaluate policy.

 Desirable criteria

Applicants would ideally be a badged member of the Government Social Research Analytical Profession or be willing to be badged if successful.  However, applicants are also welcome from other Government Analytical Professions including Government Statistical Service and  Government Economic Service
