The finance function plays a crucial role in enabling the Department to fulfil its strategic objectives and this role is at the heart of bringing finance systems and data together to underpin delivery for the Department.

Job description

The Head of Finance Systems and Business Intelligence is within the Finance Operations branch and leads a team of G7's, SEO's and a HEO.

This role is at the heart of enabling DHSC to operate effectively and efficiently. There is real appetite for innovation, creative strategic thinking and the role is pivotal to our future ways of working.

The role provides an excellent opportunity to function with a large degree of independence and autonomy within a supportive team. You will need to be a collaborative and effective leader, both in leading your team and contributing to the wider finance function.

A £5,000 market pay supplement is applicable for this role if the candidate is qualified with CCAB, CIMA or equivalent. The finance function also offers multiple learning and development opportunities, including options to continue studying and an internal leadership programme.

Person specification

Role responsibilities:

  • Strategic leadership and constructive challenge on Department's relevant system project boards and developing a feedback loop to engage the wider finance function with system change.
  • Alignment with GFF best practice and supporting on the engagement with Government Shared Services Matrix programme in respect of systems and Business Intelligence.
  • Leading the development, maintenance, and forward work programme for the Department’s Enterprise Resource Planning (ERP) system, currently D365.
  • The design and implementation of a Finance Group systems board to support the Finance function to achieve it's long-term strategy.
  • Manage the resource within your team to deliver projects and products, including MI, Power BI reports, forecasting model and other products to support the finance function deliver accurate and timely reporting.
  • Oversight of the production and reporting of KPIs for the Department for internal, govt and external publication.
  • Finance lead for the implementation of a Corporate Data Warehouse, ensuring that the data model/infrastructure supports reporting requirements now and in the future.

Key skills and experience required for the role:

  • Ability to build relationships and lead both your own team and wider stakeholders, for example projects across multiple teams, the finance function or across corporate service functions.
  • Experience of project delivery in a system, data or other relevant context.
  • Experience of finance system improvement, including stakeholder engagement and prioritisation to identify and deliver optimal solutions.
  • Ability to understand and present options for data and reporting solutions to a wide range of stakeholders and professions.
  • Sound understanding of tactical solutions and data processing including use of VBA, Access databases, PowerApps or similar.
  • Broad understanding of technology landscape across the data and reporting industry.

Desirable experience and skills:

  • CCAB/CIMA/Equivalent qualified.
  • Experience implementing governance structures to support prioritisation and end user requirements for project delivery.
  • Working with Third Party providers to deliver system change.

Your normal place of work will be your contractual primary workplace, usually either London or Leeds.  Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support.

Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need. 

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.

New Entrants to the Civil Service
