Job description

As Head of Finance Investment Assurance, you will take the lead and provide expert advice, support and even challenge on Investments and business cases.

The role includes reinforcing and communicating best practice regarding the financial aspects of business cases across the Agency.

The main duties and responsibilities of the role include, but are not limited to:

  • To act as subject matter expert on financial regulations, including the Treasury Green Book and other guidance on investment appraisal.

  • To provide expert advice on the development of business cases in line with the Five Case Model, including the financial and economic aspects and appropriate investment appraisal methods (including DCF, NPV and BCR); and to advise on affordability and value for money.

  • To assist Project Managers with the identification and quantification of benefits in business cases.

  • To support work on efficiency savings (including for Spending Reviews) by identifying and reality-checking forecast savings in business cases.

  • To complete quality control reviews of business cases and exception reports before they are submitted to ICC and to ensure that all material quality control issues are addressed in the ICC submissions.

  • To act as Centre of Excellence / Subject Matter Expert for the review and challenge of change proposals & business cases (particularly with regard to the economic and financial cases and including whole business case/financial modelling quality reviews) and to consider the wider implications across the Agency, and to cascade information to others as appropriate. 

  • To provide assurance to the Chief Financial Officer and Accounting Officer that decisions are being taken in accordance with all appropriate financial controls and delegated authority.

  • To provide independent review and challenge of financial plans, submissions and proposals, both internally and for external publication.

Person specification

We are looking for someone who has: 

  • Experience of developing and reviewing investment appraisals and business cases. 
  • Experience of detailed review of assumptions, costs, evidence and benefits included in investment appraisals and business cases. 
  • Experience of applying best practice in proportionate and value adding ways. 
  • A Strong understanding of the impact of decisions on funding streams and the application of accounting treatments of costs and income. 

Additional Information

This role can be based in Swansea, Nottingham, Bristol or Newcastle where your presence at this location will form part of the working arrangements agreed with you. We operate a hybrid working model with the expectation that you will spend a minimum 60% on a DVSA site or on official business giving you greater flexibility about where and when you work.

Within the role, there is the fantastic opportunity to become a qualified accountant by working towards your Accountancy Qualification. In addition you could also work towards other qualifications such as APMG Better Business Cases Practitioner.

This interview could be conducted via a video interview, details of which will be provided to you should you be selected for interview.

The selection process will be designed specifically for the role. As a result, your assessment will include:

  • an interview with a presentation exercise.
