Public Services Group

The Public Services Group is at the heart of the Treasury’s work to secure strong and sustainable public finances. We manage public spending of more than £250 billion across key public services and departments, including health, education, the police, the criminal justice system, local government, housing, defence and the devolved administrations in Scotland, Wales, and Northern Ireland.

We do this by working with other government departments, ministers, and other Treasury teams to ensure that spending plans support high quality public services and provide value for money for the taxpayer.

Housing, Planning and Cities (HPC)

We are a friendly team of about 20 people. We are responsible for over £10 billion of public spending each year, covering a huge range of government priorities including homelessness, housing, planning reform, local economic growth and the ‘levelling up’ of communities across the UK. Our work is at the centre of government, and therefore is an exciting place to learn, develop and build an understanding of how government policy making works. We work closely with the Department for Levelling Up, Housing and Communities (DLUHC) to ensure public services are as effective as possible and provide good value to the taxpayer.

This is an exciting role that gives an experienced economist the opportunity to undertake insightful analysis to shape high priority policy discussion, as well as breadth to design new policies and manage large, very high-profile capital programmes.

You will provide analytical leadership across housing spending programmes, regulations, and design of new policies, ensuring that they deliver value for money as well as addressing the wider housing affordability pressures. Alongside this, you will lead exciting cross-cutting work to improve the delivery of evaluations across Housing and Local Growth spending programmes, and consolidating existing evidence base to inform future Spending Review. You will also have spending control responsibility, managing large capital programmes delivering important objectives for the public, including Building Safety and migrant resettlement schemes.

To excel in this role, you will need to be a trained economist – comfortable with interpreting and challenging analytical products (including econometric) as well as planning and conducting your own analysis on key priority areas. You will also need to be interested in, and capable of, rigorous strategic policy thinking – understanding and proactively making connections across broad range of related policies. Prior experience of housing and local growth economics, as well as previous policy and spending would be an advantage but is not essential.

Key responsibilities include:

  • Play a leading role in developing a coherent overarching strategy for housing and local growth interventions, shaping DLUHC’s priorities at the Spending Review. Work closely with DLUHC analytical and strategy teams, as well as wider HMT teams to join up and scrutinise the evidence base and use this to inform priorities for the Spending Review.
  • Drive progress on evaluations across housing and local growth programmes. Working with DLUHC and Homes England evaluation teams, maintain high standard of progress on evaluations of existing projects and programmes, as well as ensuring robust monitoring at all levels. Ensure effective processes are in place to apply learnings to future policy design, including at fiscal events.
  • As joint secretariat for the cross-HMT Housing and Tax Policy Steering Group, deliver cross-HMT consensus on ‘the big housing questions’ and facilitate discussions to progress HMT view on high profile cross-cutting policy themes such as home ownership, net zero and growth. This necessitates building and utilising an extensive external network to shape policy thinking, including with academics (London School of Economics, UK Collaborative Centre for Housing Evidence etc), housing experts, industry bodies and independent research organisations.
  • Provide effective spending oversight of high-profile and wide-ranging programmes across Building Safety and migrant resettlement. These programmes receive ongoing media scrutiny, as well as significant interest from senior ministers including the Chief Secretary, Chancellor, and Prime Minister. You will autonomously steer and provide fiscal advice across various building safety policies (cladding remediation, regulation and enforcement, Grenfell site, levy and tax) which will necessitate close and collaborative working with HMT, DLUHC and No10 colleagues. Similarly, on resettlement, working across DLUHC and Home Office, lead HPC’s response in developing a sustainable plan for migrant accommodation.
  • You will provide excellent line management and mentoring for two range Ds, ensuring your branch has the capability to provide quality, evidence-based advice. More broadly, you will help maintain HPC’s reputation as a great place to work by role modelling collaborative and supportive qualities as well as leading corporate workstreams within the team and wider group to continue to improve the way we work.

Required Qualification

A degree at 2.1 (or above) or a higher degree in Economics and be able to demonstrate relevant current experience in your career as a professional economist.
