Job summary
ORR's Regulatory Finance team sits within the Directorate of Economics, Finance and Markets (EFM), which leads on all aspects of financial and economic analysis and modelling within ORR, the periodic review process for Network Rail and High Speed 1 (HS1) and ORR’s competition work. The team’s focus is on establishing the five-year funding and regulatory settlements for HS1 and Network Rail and assessing how they are delivering against their commitments. We work closely with colleagues across ORR, as well as with governments, Network Rail, HS1 and other stakeholders.Job description
ORR holds Network Rail to account and secures value for money for users and funders of the railway (Department for Transport and Transport Scotland). A key part of our work is analysing and reporting on Network Rail’s financial forecasts as part of a cross-office team. This will also inform our modelling for our 2028 periodic review of Network Rail.
PR24 (2024 periodic review of High Speed 1 (HS1)) determines the charges High Speed 1 can set for using its network, for the five years from 1 April 2024. Your role will determine the financial assumptions that the charges are based on.
The post holder will lead on whole industry reporting. This is a developing role following the UK Government’s reform agenda. This includes both our work on whole rail industry financials and productivity.
