Job summary

As Head of Digital Learning, you will innovate and implement best practice approaches in the use of digital learning technologies to support the digital development offer for colleagues across HSE. You will work strategically with key stakeholders to identify the best uses of digital technology and to improve the experience of colleagues engaging with a newly launched Learning Management System (LMS).  

You will provide strategic direction to a team of L&D specialists and supporting administrative function, and work in consultation with wider divisional areas in responding to organisational L&D needs. As a recognised expert within your field, you will act as the single point of contact (SPOC) and reference point for all digital learning workstreams, contributing to innovation that influences change and advancement of digital and blended learning and development.

The Head of Digital Learning role carries a significant leadership responsibility and will be responsible for continuing to evolve a Digital Learning Strategy that supports the organisational learning priorities. You’ll demonstrate the highest standards of professionalism and personal integrity in all your activities. Leading by example, you will act as a role model, leading your team to develop a high quality blended learning offer for colleagues.

Working autonomously, you will identify synergies and connections with the relevant divisional areas and teams, such as wider training colleagues, IT and finance, so as to develop and lead on digital learning and technology. With an expert level knowledge of digital learning, you will provide innovative solutions to challenges and be able to mitigate potential risks, using your insight and experience of digital and blended learning.

Job description

This role is pivotal to the ongoing development and implementation of the digital learning strategy for HSE. Working closely with a range of internal stakeholders and external partners, you will further develop our understanding of the opportunities digital learning presents to HSE.

We have invested in a new Learning Management System (Docebo), eLearning authoring tools (Storyline / RISE 360), other digital content software such as Camtasia / Vyond (And many more). The Head of Digital Learning will be responsible for leading the next phase of this process: refining key processes, ways of working and ultimately improving the learning experience for all colleagues. 

Externally, you will work with vendors and suppliers to identify solutions to meet business need, leading any associated procurement and commercial activity.

Working with peers, you will identify how best to meet the learning needs of a variety of programmes, and will engage with stakeholders to develop a prioritised roadmap of learning priorities. A key activity will be looking at opportunities with divisional stakeholders on digitising elements of regulatory training activity and executing the transformation of the learning offer.

Person specification

Who are we looking for?

  • Leadership – Build and develop a team of digital learning technologist/specialists and support the development of digital capability in wider L&D colleagues.
  • Design and development – Lead on design and development of digital learning modules and authoring new learning content.
  • Delivery planning – Produce a detailed implementation roadmap for delivering digital learning, identifying workstreams.
  • Technology Implementation - Lead on procurement and commercial activity of digital learning tools and their implementation, working closely with Information Technology Services (ITS), Procurement, and business colleagues.
  • Produce outcomes via evaluation, performance measurement and manage supplier procurement and commercial activity.
  • As part of the Senior Leadership Team (SLT), provide governance and contribute to the strategic direction of L&D.
  • Maintain currency as a Digital L&D professional by keeping up to date with current and emerging trends and methods in virtual learning. Research new technologies and methodologies in virtual and digital workplace learning and embed this learning into the business.

 Essential Skills and Criteria

  • Excellent leadership skills with the ability to build, maintain and motivate high-performing teams that deliver at pace
  • Highly passionate, articulate and credible at the most senior levels, with well-developed communication, influencing and interpersonal skills
  • Experience of working with Learning Management Systems and digital authoring software (such as Articulate Storyline)
  • Experience of the full learning cycle
  • Effective Project Management skills
  • Ability to collaborate with diverse stakeholders of all levels to achieve results
  • Strong IT skills, previous use of MS office and/or industry equivalents

Desirable

  • Experience of Docebo LMS
  • Experience of matrix management of teams and individuals across multi-project and complex environments.
