The Role

We’re recruiting for a Head of Data and Business Intelligence here at Justice Digital, to be part of our warm and collaborative Strategic Initiatives team.

You will form part of a multi-disciplinary team responsible for the delivery of a range of outcomes in support of the wider Technology Services teams. You will play a key role and :-

  • Work with the chief data officer to provide strategic oversight of data governance throughout the organisation.
  • Set and monitor the adherence to data governance policies, frameworks and standards.
  • Be accountable for understanding and managing the organisational data risks and issues, and co-ordinating with data owners to accept or resolve them.
  • Act as a senior advisor across government on the best practice of data security development, in accordance with the data enterprise architecture
  • Maintain effective long-term relationships at a senior level with important decision-makers and influencers.
  • Advocate improved data risk management and practices within the organisation.
  • Encourage better data literacy and understanding of data governance within the organisation.

Key Responsibilities:

As a Head of Data and Business Intelligence you will be accountable for the delivery of complex programmes, projects, products and services that are being delivered by multiple teams or have high technical or political risk. You will be responsible for the Data and Business Intelligence (BI) function which is being set up to centralise the analysis of historical and current data and present findings in intuitive visual formats. An example of some of the things the team will be responsible for are:-

  • Leading Enterprise Data Warehouse development, maintenance, and support.
  • Leading Enterprise Data Modelling to support applications and self-service analytics.
  • Leading Dashboard, Reporting, and Visualisation development.
  • Leading Power Platform application development.
  • Leading Analytics, deriving insights to inform decision makers and other stakeholders.
  • Leading provision of a managed service to support projects and BAU activities.
  • Leading governance of data quality across systems.
  • Leading of implementing solutions to improve data quality in systems.
  • Supporting the wider business with data and business intelligence.

Included in your role will be to lead on the:-

  • Development and implementation of a robust and sustainable Data & BI Strategy, in line with the overall JD strategy.
  • Development of a data-driven culture exploring opportunities to improve the use of data through new technologies and techniques.
  • Development of an operating model which allows us to better utilise high-quality data and information for insight and service improvement.
  • Development of Data Governance with a common set of standards, policies and security guidelines across the organisation.
  • Documentation of data lifecycle processes and ensure data is appropriately classified Data Quality Work with Subject Matter Experts (SMEs) from around the organisation to define data quality business rules.
  • Using appropriate tools, the monitoring of the quality of key elements of production data to ensure the organisation remains compliant and offers the best possible services.
  • Regular reporting to the SLT on data quality metrics and action plans.
  • Data Analytics Design, build and maintain a Data Warehouse solution for all core business data, with appropriate reporting, analysis and visualisation tools to meet business need.
  • Designing, building and maintenance of suites of Key Performance Indicator (KPI) dashboards in support of senior level meetings as well as suites of standard operational management reports for business users.
  • Production of scalable solutions which enable self-service reporting and analysis, providing knowledge sharing, training and guidance where needed.
  • Management of all data analytics environments, both production and non-production, ensuring availability in line with business and project expectations.
  • Implementation of best practice processes for the testing, deployment, release and cutover of any data warehouse or BI changes, ensuring new services are transitioned into support.
  • Ensuring planned changes are appropriately governed, delivered with minimal disruption to business activities and are communicated effectively.
  • Ensuring data security is designed, implemented, and maintained in line with business needs, with robust access management processes in place.
  • Management of data analytics-related incidents, requests and problems, ensuring they are handled within SLA and to a high standard.
  • Management of third-party partners providing development and support of data platforms and tools, holding them to account on performance.
  • Management and support of a multi-disciplinary Data & BI Team, with varying levels of skills and experience, to deliver a consistent, professional, responsive, and cost-effective service for the business. Build and maintain strong relationships with senior stakeholders, working with them to help enable change through a cycle of continuous improvement.
  • Representing the data workstream on project boards, ensuring the interests of on-going data services are factored into future aspirations.

Essential

  • Experience of technical leadership and management of enterprise level business intelligence and analytics function whose responsibility is to deliver (but not limited to)

o   Data Warehouse development, maintenance and support

o   Power Platform application development

  • Experience in leading analytics, deriving insights to inform decision makers and other stakeholders and implementing solutions to improve data quality in systems.
  • Experience in leading the provision of a managed service to support projects and BAU activities, supporting the wider business with data and business intelligence and leading governance of data quality across systems.
  • Experience of procurement and management of 3rd party suppliers for services and infrastructure and supporting the wider business with data and business intelligence.
  • Experience with Microsoft Office 365 apps including advanced skills in Excel and proficiency in Power BI and working with unstructured and structured data reporting systems
