For 2023, our priorities are: 

  • Ensure security of energy supply this winter, next winter and in the longer-term – bringing down energy bills and reducing inflation. 
  • Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production. 
  • Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition. 
  • Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses. 
  • Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries. 
  • Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

Job description

This role is within the Science and Innovation for Climate and Energy Directorate – SICE. SICE is responsible for delivering the Net Zero Innovation Portfolio (NZIP), a portfolio of over £1billion, which started in 2020 and will conclude in March 2025. NZIP provides funding for low carbon technologies and systems, to help enable the UK to end its contribution to climate change.

NZIP is made up of the following 10 priority areas, covering different aspects of energy use and low carbon energy generation:

• Future offshore wind

• Nuclear advanced modular reactors (supported through the aligned Advanced Nuclear Fund)

• Energy storage and flexibility

• Bioenergy

• Hydrogen

• Built environment

• Direct air capture and greenhouse gas removal (GGR)

• Advanced carbon capture, usage and storage (CCUS)

• Industrial fuel switching

• Disruptive technologies

The Built Environment is one of these priority areas, focused on supporting innovation to tackle decarbonisation of homes and buildings. The Built Environment team are currently delivering two significant innovation programmes: 

The Heat Pump Ready Programme, which supports the development and demonstration of heat pump technologies and tools, as well as solutions for deployment of heat pumps. (https://www.gov.uk/government/publications/heat-pump-ready-programme)

The Green Home Finance Accelerator Programme, which is funding projects to design, develop and pilot a diverse range of innovative finance propositions which encourage domestic energy efficiency, low carbon heating and micro-generation retrofit. This role is to lead the Built Environment Innovation team in SICE. This team, of 7 people, is responsible for taking built innovation support programmes and projects through the lifecycle from inception and business case approval through to procurement, delivery and programme closure. The team is currently managing a portfolio of more than 50 innovation projects, focused on areas such as heat pumps and green finance, with combined budgets of more than £70m. As well as managing this current portfolio effectively, the team will be expected to design, secure approval for, develop and launch new innovation support programmes over the next 18 months.

In addition to this role, there may be other roles available to lead other priority areas in future. Applicants for this role may also be considered for those roles if they become available.

Person specification

As Head of the Built Environment Innovation team, you will be responsible for delivering an existing programme of innovation support projects and developing and delivering new innovation support programmes. Key responsibilities will include:

• Team leadership - to lead, empower and develop a happy, inclusive, effective and collaborative team of project managers (all with science and engineering knowledge and expertise);

• Securing and drawing on a diverse range of evidence and knowledge, including through analytical analysis and stakeholder engagement where needed, to identify innovation needs and opportunities and expected benefits, specifically in the area of built environment innovation to support net zero;

• Leading the development of and securing approval for business cases for new innovation support programmes and projects to secure those expected benefits;

• Overseeing the team’s delivery of grant-funding competitions and procurement to award funding support for innovation projects, with particular focus on planning, resourcing and securing senior approval for key stages;

• Overseeing programme delivery to help realise the expected benefits, including resource allocation (within the team and with additional support contractors where available); ensuring that correct governance processes are in place; monitoring key dependencies; financial monitoring at programme level (with support from the Directorate’s PMO team); working with Communication leads to manage dissemination of learning from the programmes and projects; 

• Overview of risk and issue monitoring, ensuring that risk and issue monitoring systems (including change request processes) and suitable risk mitigation are in place across the team.

• Supporting project closure and evaluation of benefits.

Skills and experience

We are seeking a team leader and effective communicator with significant programme or project management experience who is comfortable overseeing a large programme of technical projects.

Essential skills and experience

• Strong analysis skills and experience of defining and structuring problems and expected benefits, using a wide range of evidence;

• Strong inter-personal skills and experience of working with and successfully influencing a wide range of stakeholders both within and outside government and including senior leadership;

• Experience of developing business cases and delivering the resulting projects (as specified in the business case);

• Excellent risk management capability at all stages of the project lifecycle;

• Team leadership skills and experience and the ability to build teams, using coaching and mentoring styles to help your team to achieve even more.

Desirable skills and experience

• Experience of running procurements or funding competitions;

• Experience of working on innovation, low carbon technologies or the wider energy sector.
