Job summary

The Grenfell Site Programme (GSP) manages the site and supports the independent Grenfell Tower Memorial Commission (GTMC). The priority of the programme is to work towards delivering the vision of the Grenfell Memorial Commission for a lasting memorial on the site of the tower and to work towards a Ministerial decision on the future of the tower which is evidence-based, informed by the advice of public authorities and technical experts, and ensures the community is engaged at every stage.

As well as the sensitivity of the programme for the community, this is high profile work with interest from Ministers, No 10, the Infrastructure & Projects Authority (as a government major project), and senior officials from across government. It is vital that the post holder can show an understanding of the importance of the Grenfell Site Programme to DLUHC ministers and wider government, dealing with issues sensitively and appropriately while also contributing to the development of an inclusive atmosphere in the team.

The Grenfell Site Delivery Manager is based at the Grenfell Site Office in West London, with a mix of flexible working and home working. Key elements of the role are to work effectively with contractors and external public authorities to ensure site operations policy and risk management is appropriately developed and documented. Managing the performance of contractors as well as managing their on-site work and site access are also important.

You will be a key person within the wider Grenfell team to support all communications and briefings regarding the tower. Supporting internal briefings to ministers and supporting the communications team in keeping the community sighted on activities around the site. Additionally, as the programme moves closer towards the GTMC’s vision to deliver a lasting memorial this role will include supporting the GTMC in that endeavour.

Job description

 The successful candidate will:

  • Be responsible for translating complex technical information into submissions, policy papers and reports to enable Ministers and senior officials to engage and support the programme as required.
  • Be responsible for managing contracts and contractors who provide technical services to the Grenfell Programme.
  • Work with contractors and external public authorities to ensure site operations policy and risk management is appropriately developed and documented.
  • Support the creation of business cases and the procurement processes that enable services to continue in the programme and supporting the provision of new services to meet new requirements that are identified.
  • Maintain effective working relationships with the core Policy Team in the Grenfell Site Programme to ensure interdependencies with other elements of the programme, particularly with justice, are considered in the development of all operational site policy.
  • Develop and lead the implementation of an environmental strategy (and other strategies as necessary) for the site
  • Work with the embedded trauma expert(s) within the programme to anticipate potentially triggering activities and propose strategies for addressing or reducing the effects of trauma.
  • Build a network with Programmes across the Department and external stakeholders to support implementation of lessons and recommendations.
  • Develop internal policy for “what’s happening at the site” comms in conjunction with Communication and Engagement Team.
  • Support the department on the delivery of relevant memorial delivery elements as determined by the GTMC

Desirable Experience:

  • Should be a project / programme delivery professional with relevant knowledge and experience of delivering projects and programmes in complex environments.

  • Experience in leading programme planning in complex and challenging environments. 
  • A relevant programme / project management qualification, for example: Agile; MSP; Prince II; APM. 
  • Ability to create, develop and maintain MSP plans. 
  • Leading internal and external project teams and resource directly and indirectly.

Grade 7 salary 

  • The salary for this role is £57,091 (London). 
  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
