Job summary

The Department for Levelling Up, Housing and Communities (DLUHC) Town Planning Graduate Scheme offers a unique opportunity to start a career in planning at the centre of national policy.

The scheme offers a two-year scheme with placements across planning teams, giving the chance to get involved in developing new planning policies and be at the heart of planning decisions.

With the planning system a key enabler of the Government’s wider mission to level-up the country and regenerate left-behind places, it is a particularly exciting time to be joining the Department. The start date for successful candidates will be flexible. 

We particularly welcome candidates from an ethnic minority background and other underrepresented groups to apply, as we work to continually improve our ability to represent the places and communities we support through our work.

Job description

Town Planning Graduates on the scheme will undertake placements on 6-month rotation across the planning divisions in DLUHC, developing new planning policies and/or delivering new planning legislation.

The scheme also offers learning and development opportunities, and support from a dedicated mentor (alongside your line manager).

Support for those applying for membership of the Royal Town Planning Institute (RTPI) will also be given. These are exciting and challenging roles at the heart of the Government's agenda.

Working across the Planning divisions which oversee government planning policy, graduates will take forward work to significantly improve the planning system, deliver a new National Planning Policy Framework, reform how we plan for infrastructure and drive digital transformation.

There may also be opportunities to spend time in planning roles in other government departments such as the Department for Transport and the Department for Education. 

The roles will involve working with senior officials across Whitehall, as well as engagement with a wide range of external partners including business and local government.

Post holders will work collaboratively with colleagues across the various Planning and Housing Directorates as well as closely with legal colleagues, analysts and other government departments. 

Person specification

These are specialist town planning roles for recently graduated town planners or for those graduating this academic year. Candidates must have, or be working towards completing, an RTPI accredited degree to be considered. It requires relevant knowledge and understanding of the town planning system, including experience and evidence of eligibility for membership of the RTPI.

We are looking for planners who can demonstrate: 

- Excellent written, presentational, and verbal communication skills. 

- Good knowledge of the history and development of the town planning system in England and how the planning system in England works.  

- Good understanding of the key priorities of the Government and how this will impact on the planning system, along with the key government planning policies. 

- Ability to deliver pieces of work on technical planning matters to short deadlines. 

- Good political awareness and understanding of central and local government.

HEO/HPTO salary 

  • The salary for this role is £32,178 (National). 
  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.  

Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. If you are a Secondee, this will not apply as you will remain on your home organisation’s terms and conditions.

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
