Job summary

The Defence Medical Services (DMS) is a core, critical support ‘Function’ within Defence, providing high quality, safe, occupationally focused healthcare to UK Armed Forces personnel stationed or Operationally Deployed across the UK and the rest of the world. Our unifying purpose: to ensure Armed Forces personnel are fit to fight, and supported to fight back to fitness.

 

To achieve its purpose, the DMS provides a comprehensive range of primary healthcare services (PHC, Dental, Mental Health, Rehabilitation) in over 400 facilities (globally), promoting, protecting and restoring the health of the UK armed forces; whilst also enabling the delivery of Healthcare on Deployment, and the careful management of patients in transition back to the UK.

 

Project and Programme Managers play a vital role in enabling the DMS to improve its healthcare services and operations. Working as part of a team of Portfolio Delivery professionals, our team supports each other to design, plan and deliver successful outcomes across an exciting and challenging healthcare transformation and modernisation portfolio.

 

This role requires an experienced, suitably qualified Project Delivery professional, with experience of delivering change and improvement within a healthcare setting. The successful candidate will also be expected to a commitment to developing their own skills, and the abilities of their peers, with access to a support network; and extensive opportunities to learn and develop via cross-government project delivery groups, communities of practice, and the many Training and Development opportunities available across the DMS, Defence and Government.

 

The successful candidate will initially be assigned to the delivery of an exciting, high-profile programme, championed and supported by the Prime Minister, Rishi Sunak. The Catterick Integrated Care Campus is a joint programme between the Ministry of Defence and the National Health Service, building, designing and establishing the first purposely designed healthcare facility resourced by both the MOD and NHS, providing a range of healthcare services supporting local NHS patients and UK Armed Forces personnel stationed at Catterick Garrisson, North Yorkshire. Strategic Command Transformation 

Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. As a consequence of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities.  Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions. 

Job description

The successful candidate will design, plan, build, cohere, govern and assure a set of connected, benefits led projects aimed at achieving a defined package of Outcomes that mitigate organisational risk, and or improve strategic outputs. The Programme Manager will develop the Business Case on behalf of the Senior Responsible Officer (SRO), create and manage the Resource Plan, report progress to the Board, and lead assigned project staff, business Subject Matter Experts (SME) and key enabling stakeholders and customers to plan and deliver the desired outputs, change and outcomes.

Main details of the role include but are not limited to:

  • Creating and cascading the Vision and Roadmap to transformation within area of responsibility, translating strategic direction into a clear, coherent, achievable and benefits led journey.
  • Providing direction and guidance to senior leadership, delivering and changing teams, turning the Vision into Objectives and developing the projects, programmes, cultures and ways of working that will enable successful delivery of the Roadmap, Objectives and Target Benefits.
  • Developing and clearing strategic business cases with project leads and SMEs. 
  • Identifying and managing stakeholder relationships and highlight need for senior level support. Managing internal and external relationships as appropriate. 
  • Securing resources and direct planning, scheduling, resourcing and estimating for complex and large scale programmes.
