Job description

JOB TITLE – Governance and Standards Manager

Grade: HEO

About the Parole Board:

The Parole Board is an independent court-like body that is responsible for carrying out risk assessments of prisoners to determine whether they can be safely released into the community. We do that with great care and public protection is our top priority.

All Parole Board decisions are solely focused on whether a prisoner would represent a significant risk to the public after release. Not all decisions Members make are popular, but they make these decisions fairly and objectively.

The Board is made up of about 200 members of secretariat staff based in our London Head Office and around the country, and approximately 300 Members who make decisions on risk and hold hearings at prisons around the country.

The Parole Board is an executive non-departmental public body, sponsored by the Ministry of Justice. Staff who work for the Parole Board Secretariat are Public Servants and not Civil Servants.

The Parole Board office is principally located in London but has staff and members around the country, and, for the purposes of organisational management and administration, it is not required to conduct business in Welsh. However, the Parole Board welcomes applications from candidates who speak Welsh and English as part of its commitment to treat both languages on a basis of equality in the conduct of public business and administration of justice in Wales, so far as is both appropriate and reasonable, and to reflect the community it serves. Recruitment campaigns will be conducted in English.

About the role:

The Governance and Standards Manager supports Parole Board Governance by managing lessons learned from the Review Committee, complaints and quality assurance activity creating a continuous learning environment.

Ensure member complaints are investigated thoroughly and replied to in a timely manner responding clearly to any issues raised and assessing conduct against the code of conduct.

Collate learning points from all Parole Board quality assurance processes and identify learning themes.

Manage the Parole Board Assurance Map ensuring all activity is monitored and reported.

Other tasks appropriate to the role assigned by the Head of Quality Assurance.

Provide secretariat support for the Parole Board Audit and Risk Committee including drafting minutes and co-ordinating actions.

Person specification:

You will be able to analyse information and identify trends in both quality assurance reviews and correspondence, identifying insight that can support decision making across policy, learning and development and operations to improve the way we work. You will have excellent communication skills and cost any proposals to ensure the impact on budget is understood.

  • A strong track record of delivering results by building and maintaining productive working relationships with colleagues and stakeholders, navigating conflicting views and priorities to achieve objectives.

It is desirable that you have

  • Prior experience of working on complaints.
  • An understanding of the criminal justice system.
