The Global Health Security programme sits within in the international directorate and is the UK Government’s contribution to ensuring the world is better prepared to prevent, detect and respond to disease outbreaks and antimicrobial resistance (AMR) threats by working in partnership with developing countries and the global health system It is part of a wider suite of activity delivered through the International Health Strategy across DHSC and FCDO. This includes an official development assistance (ODA) funded set of projects to combat the world’s most serious infectious diseases and public health threats. Alongside the ODA programming there are extensive advocacy and diplomacy efforts to advance the world’s response to AMR. The available roles are in the Preparedness and Fleming Fund teams.

Job description

The Preparedness team supports the UK’s engagement and leadership with global health organisations such as WHO. Their portfolio also includes the Public Health Rapid Support Team (UK-PHRST) and the International Health Regulations Strengthening Project (IHR-SP).

You will work across government, primarily with UKHSA and FCDO to ensure delivery of two effective and impactful UK Aid projects (the UK-PHRST and IHR-SP). You will also deliver briefings and craft ministerial submissions ahead of high-profile meetings and events, so will have exposure to senior leaders.  You will also work closely with colleagues in DHSC to develop UK positions on GHS priorities, building effective networks to understand complex policy issues.

The Fleming Fund is the first and largest single ODA investment in global AMR surveillance, to help governments understand the scale and scope of the problem so they can take action to address it. The Fund improves public laboratory capacity and diagnosis and strengthens surveillance systems through a ‘One Health’ approach (covering human health, animal health and the environment, recognising that microbes move freely between them)

The post is embedded within a fast-paced and friendly team. Each member of the team takes ownerships for key areas of the project. This involves a lot of senior stakeholder engagement, creative project/policy development and robust programme management skills. The role would suit someone who has experience managing commercial delivery partners, or who is seeking experience in this as well as anyone with experience working internationally. 

Your normal place of work will be your contractual primary workplace, usually either London or Leeds.  Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support.

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.    

Person specification

Preparedness responsibilities include:

  • Support and monitor delivery of Preparedness projects
  • Building strong relationships with relevant colleagues across Government and externally to further UK GHS objectives
  • Supporting development of UK policy to evolve global health architecture for GHS, identifying and addressing connections and opportunities from wider initiatives and bringing in relevant in country intelligence
  • Supporting briefing to SCS and Ministers so they can represent aligned HMG views in international discussions and negotiations  
  • Contributing to a strong International Directorate in DHSC and demonstrate flexibility and a willingness to take on other areas of work and/or reprioritise as needed to deliver on multilateral priorities across global health.  

Fleming Fund responsibilities include:

  • Lead for Monitoring, Evaluation & Learning (MEL) approach, including acting as Operational Contract Manager for the independent evaluator contract
  • Coordinate systematic learning across the programme, disseminating learning to interested parties, and supporting the use of learning to improve the programme and adaptive management
  • Lead formal annual review process of programme, including identifying and documenting learning
  • Oversight of the fellowships scheme, including relationship management of Management Agent and ensuring coordination across the programme with other grantees
  • Lead for the team on country grants in one of our 4 regions, working closely with others in the Fleming Fund team and the Management Agent’s Regional Coordinator

Fleming Fund:

We are looking for an applicant who is a self-starter, and willing to take ownership of work but also collaborate and lead others to ensure your area is integrated into the wider vision for the Fund.

Essential:

  • Project/ programme management experience
  • Proven organisation skills: ability to manage conflicting priorities whilst being able to deliver at pace
  • Ability to build strong working relationships with stakeholders at all levels, including internal and external
  • Ability to be flexible and responsive to different team needs and priorities

Essential for Fleming Fund:

  • MEL experience and a good understanding of MEL frameworks in a global health context

Desirable:

  • Experience working on ODA-funded projects/programmes;
  • Policy/briefing experience
  • Ability to apply standards, rules or governance to ensure decisions taken by others are compliant
  • Grant or contract management experience
  • Line management experience, and a demonstrated commitment to inclusive leadership

New Entrants to the Civil Service
