The UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow.  This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London).  Specialist or regional roles will be based at the appropriate UKHSA site. For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs.

Grade & Salary – Grade HEO. National banding - £30,473 - £37,215 per annum. Inner London - £34,463 - £41,478 per annum. Outer London - £32,469 - £39,532 per annum.

New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Job Overview

The UKHSA Geospatial Team has scaled, following its support of the COVID-19 response, to ensure that geographic data, tools and analysis have maximum impact all public health hazards. In 2022, the Team worked with OS to define a strategic approach, identifying building geospatial infrastructure, standardising geospatial products and developing our research and analytics capability, as three strategic objectives for team.

We are now scaling the team to support achieving this and the Geospatial Analyst role will support exciting products to further enhance the reputation of the team. The role will be varied and include supporting, the management of critical geospatial data and services, standardised geospatial product development, geospatial analysis, research and insight.

The team is extremely collaborative, giving the successful candidate the opportunity to work on a range of innovate geospatial projects, such as situational awareness mapping, earth observation public health use cases and enterprise analytic capability development. The team also supports Global Operations missions to IHR supported countries, offering the successful candidate opportunities for international travel.    

Job description

We are looking for a candidate to:

  • Support the technical delivery of high-profile geospatial projects for UKHSA, by working flexibly and collaboratively across the organisation. This is a technical role, where excellent people and communication skills will be essential for success
  • We are looking for a candidate to support the function of the team in one or more of the following areas:
    • Opportunity to strengthen the teams support of International Health Regulation work force development, with opportunity of international travel.
    • Successfully manage your time, working collaboratively and at pace to progress multiple competing tasks
    • Excellent verbal communication and written skills, supporting knowledge sharing and technical documentation
    • Work collaboratively using a task-oriented approach to maximise the potential of geospatial data, services and analytics for public health

    Person specification

    Essential skills:

    • Experience of working with large geospatial datasets and GIS to draw sound conclusions relevant for policy, and expanding on the ‘so what’ implications for decision-making

     

    • Experience of supporting geospatial project delivery at pace, in one or more of the following areas:
    • Geospatial data and platform engineering
    • Geospatial product delivery
    • Geospatial data science

    • Experience of working collaboratively to deliver impactful geospatial outcomes
    • Technical experience of one or more of the following platforms/environments: Esri, QGIS, R/Python, RShiny, GitHub/Lab, MS SQL Server/other RDBM

     

    Desirable Criteria  

     

    • Skilled in using enterprise geodatabases
    • Experienced in delivering geospatial training

    Selection process details

    You will be required to complete an application form. This will be assessed and sifted in line with the essential criteria.

    Stage 1: Application & Sift
    As part of the application process, you will be asked to provide a Statement of Suitability in no more than 750 words providing examples of how you meet the essential criteria.     Stage 2: Panel Interview

    All candidates who are successful at the sift stage will be invited to a remote interview via Microsoft Teams. You will be expected to prepare a 10 minute presentation for the interview

    Reserve List:

    Candidates who pass the interview criteria but are not offered a post will be kept on a reserve list for 12 months and may be contacted if similar roles become available.

    If you are interviewed for the post and do not meet the required threshold for the specified grade, your application may be assessed against a similar, lower grade role and you may be offered the post should one be available.

     

    DBS - People working with government systems must complete Basic Personnel Security Standard (BPSS) checks which includes a disclosure and barring security check. Successful candidates must meet the security requirements before they can be appointed. The level of security needed for this role is BPSS however there may be a requirement for this role to be SC cleared and you should familiarise yourself with the criteria of security clearance.
