Job description

The Matrix is one of 5 Shared Service Clusters, and a core part of a collection of central programmes which will deliver the collective “one” civil service ambition, driving modernisation, productivity improvements and reform outcomes to rationalise and harmonise 24 ministerial departments’ “back office” operations. These programmes collectively will reduce cost, time and enable the Civil Service to operate as “one” through interoperability, sharing of common services, systems and data.
The Matrix will see departments and a number of their Arms Length Bodies consolidate at least nine individually configured technology solutions service, Finance, HR, Payroll and Purchase to Pay, replacing legacy technologies for four departments; and move from nine different service catalogues and providers into a single shared service and single technology solution, resolving over 390 common pain point for specific corporate service user groups.

The Matrix comprises:
Departments forming the Matrix Programme: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney’s General Office (AGO) and His Majesty's Treasury (HMT).

The delivery of business change and engagement represents a core deliverable and mechanism for ensuring the readiness and adoption of new ways of working for the shared operating model for all departments, and critical to achieving the strategic outcomes for the Programme.

Person specification

Included but not limited to:

  • Supporting the development and delivery of the Matrix engagement strategy and plan, suitable for the changing phases and swift pace of the Programme timeline.
  • Proactively supporting the work-streams within the Programme and crafting powerful material that effectively communicates the Matrix's story, value proposition and key messages to target audiences.
  • Coordinating a network of Communication & Engagement Leads from across all the Departments involved, ensuring they are engaged in the overall engagement plan, and work collaboratively to ensure core materials and key messaging provided is pitched optimally for effective integration within wider organisation communications and messaging.
  • Providing strong leadership in the development and maintenance of successful engagement throughout the core programme team, interacting with key stakeholders effectively and regularly.
  • Working with key Programme team members and stakeholders to drive consistent messaging.
  • Provide insight and evaluation of key engagement activities to support the Programme’s awareness of its stakeholders needs.
  • Planning and participating in marketing activities as required, including attending and presenting at meetings, boards and events.

Skills and experience

Essential:

  • Engagement experience - both internally and externally with a broad experience of a number of communication subject areas including within a project/programme environment.
  • Strategic thinker - able to advise in a strategic manner, seeing the big picture, considering the views of each organisation and its leaders, understanding colleague considerations and able to pose important questions in high-level discussions and meetings.
  • Effective communicator - able to articulate ideas effectively and engage audiences convincingly, whether small or large, friendly or hostile.
  • Good project manager - able to demonstrate organisational skills and the ability to plan and prioritise work.
  • Excellent writer - with the ability to write effectively in all internal and external communication channels, adapting style appropriately between different media, and to coach team colleagues to do the same.
  • Proactive team player with positive corporate attitude - able to provide value-adding feedback laterally and upwards.
  • Effective evaluator - able to reflect upon and evaluate the success or otherwise of how communication has / is crafting change, and use of these insights to plan and introduce change’.
