Job description

This is an exciting opportunity for the right candidates to develop and embed a range of people and engagement skills within a high performing team, delivering what is required to continue to make the team a great place to work and to support colleagues and Senior Managers to deliver.

Working for Immigration Enforcement is challenging and fast paced, requiring sound decision making in demanding and often time-sensitive situations and environments and can require working to tight deadlines dictated by the court and the Crown Prosecution Service. Financial Investigators operate nationally, hence there will be a requirement to deploy at short notice, which may involve overnight stays away from home. In addition, training courses may be anywhere in the UK and residential.

Financial investigation asset recovery work falls under civil legislation and the search for assets requires innovative and meticulous thinking.

The Financial Investigation Units work closely with their Crime Team colleagues, Crown Prosecution Service and Home Office lawyers to:

  • Investigate the extent and whereabouts of criminal benefit, confiscate criminal assets after conviction and deny criminals of any further financial gain
  • Restrain criminal assets via Crown Prosecution Service to prevent dissipation and protect assets for confiscation
  • Seize, detain and investigate cash, listed assets, and freeze bank accounts.

Immigration Enforcement Financial Investigators pathway: A course designed to introduce the foundations of investigation, interviewing, disclosure, cash seizure and court practices with an immersive experience to reinforce the learning.

These vacancies are only open to applicants who are willing to be trained as Financial Investigators. This accreditation can only be obtained through the National Crime Agency (NCA) – Proceeds of Crime Centre (PoCC) and its training pathway. This involves studying, taking exams which are pass or fail, submission of work portfolios and mentoring.

Person specification

The successful candidates will be responsible for (but not limited to):

  • Drafting and applying for financial orders at Magistrates and Crown Court
  • Analysing financial material, predominantly bank accounts
  • Drafting comprehensive summaries / statements in criminal and civil proceedings for submission to crime team colleagues, Crown Prosecution Service lawyers, counsel and the courts
  • Interviewing witnesses and suspects/respondents
  • Conducting premises searches to identify the extent and whereabouts of criminal benefit, including financial investigation support to the crime teams prosecutions
  • Giving evidence during court hearings (all Criminal and Financial Investigation staff are required to disclose any adverse judicial decisions or internal disciplinary matters under Criminal Procedure and Investigations Act. Applicants need to bear this in mind when considering their eligibility for this post)
  • Participating in a Financial Investigators on-call roster
  • Undertaking and progressing cash seizures, listed asset, frozen funds investigations, restraint, and confiscation
  • Accurately report Financial Investigators activity on departmental / local databases and on the Joint Assets Recovery Database (JARD)
  • Reporting to the Chief Immigration Officer and His Majesty’s Inspector with case updates / progress
  • Actively manage a case load of investigations. You will be accountable for expedient and thorough investigations

Essential criteria

  • Strong verbal and written communication skills, particularly the ability to produce written work to a high standard with attention to detail
  • Competent in using IT, particularly Microsoft Excel and Word
  • Knowledge and/or experience of conducting investigations
  • Experience of analysing and/or presenting financial data

Desirable criteria

  • POCC NCA accreditation (or recent accreditation suspension within last 2 years) as a Financial Investigator under Parts 2 & 5 of POCA
  • Accredited as a Financial Investigation Tutor (by the Proceeds of Crime Centre)
  • PIP 1 accredited through the College of Policing or equivalent
  • Experience of drafting summaries/statements in criminal and/or civil proceedings and attending court to give evidence
  • Knowledge and/or experience of the Criminal Justice system
  • Knowledge of Immigration policy and rules

The sift will be held on the Lead behaviour Working Together and the statement of suitability (personal statement). The CV will not be scored.

However, if a large number of applications are received, the sift will be conducted on the statement of suitability (personal statement) only.

The statement of suitability will be scored first for all candidates. Those candidates who achieve the minimum pass score for the statement of suitability, will progress to a further sift where the Lead behaviour Working Together will be scored. These candidates will therefore receive a sift score for both elements. Candidates who fail to meet the minimum pass score for the statement of suitability will not have their Lead behaviour Working Together scored and will therefore only receive a sift score for the statement of suitability.

Annual Hours Working Allowance

We operate 24 hours a day, 365 days of the year. This role currently attracts Annualised Hours Allowance between 28.32% and 37.7% of salary, depending on location. This is to compensate for working shift patterns including night shifts, early morning starts, late night finishes, weekends, and public holidays. Shifts can vary in length and can be up to 12 hours. Shifts can be changed or extended according to business need. The rate payable is dependent on location and role and is indicative of the shift pattern you will be required to work.

The higher the AHA, the more flexible you will be required to be. Please note that the allowance is subject to regular review and can go down as well as up.

Age: These are shift working roles and so you must be at least 18 years or over to apply for this role. You will be required to work between 22.00 and 06.00, so this is a legal requirement. Part Time Working

The minimum requirement for this role will be dependent on location.

We encourage applications from candidates who wish to work part-time however, unless specified in the advert, part-time opportunities cannot be guaranteed in frontline roles due to the 24/7 operational nature of the business. Those wishing to work part-time should notify the vacancy holder as soon as a provisional offer of employment is made to explore whether this can be accommodated at your selected location. Appearance

As part of this role you will be required to wear a uniform (which will be provided). Staff must ensure that their uniform is worn correctly, in line with these uniform standards, is kept clean and is well presented. To support this requirement, adequate uniform supplies will be available and issued. Uniformed staff represent their organisation at all times and should ensure that their dress and personal appearance reflects this responsibility.

Public and Personal Safety Training [PPST] – Level 3

These roles can be physically demanding and if successful you will be required to complete and pass specialist training including Personal Safety Training [PPST] which develops skills in personal safety, arrest, and restraint techniques. This demands physical activity and physical contact with delegates on the course. You will be required to complete a PPST health declaration and, if necessary, attend a medical examination. A formal offer will be conditional upon you being physically fit to undertake and pass the training.

You must be prepared to undertake regular refreshers of this.

Flexible working is not an option

This role is not suitable for a combination of office and home-based working due to the requirements of the role. Successful candidates will be required to attend the office/other work location as specified in the advert at all times, to carry out this role.

Travel expectation
