Job summary

This is an exciting time of change for HEFCW as we move into the new Commission for Tertiary Education and Research (CTER), the new arm’s length body responsible for overseeing and funding post-16 education and research from April 2024. We are looking to build our team in preparation for this change so that CTER has an established finance department to support the organisation, which will have one of the highest budgets of an arm’s length body in Wales.

Job description

We are recruiting for an experienced Finance Manager to work with us during this busy time in shaping processes for CTER, which will be larger than HEFCW, with a significantly larger budget.

Working with and supporting the Senior Accountant, you will prepare both the annual statutory and monthly management accounts, and be responsible for preparing and re-profiling annual budgets while working across the organisation with budget holders.

Person specification

You will be a qualified or part-qualified accountant who has experience in an accounts setting, statutory accounts and budget preparation, ideally in the public sector. You will be familiar with working within a financial environment with established practices and procedures, and the ability to work both independently with minimal supervision and as part of a team. You will also be proactive in resolving problems and queries, with the ability to work with and communicate to staff internally at all levels. Strong numeracy skills and IT skills are essential. The ability to communicate bilingually in Welsh and English is desirable.
