Job description

The Government's energy and net zero policy remain highly prominent, with a heightened emphasis on ensuring the UK's energy security and advancing the nation towards its net zero goals.

This role sits within the Major Infrastructure and Nuclear Finance Finance Business Partner team. As a trusted financial adviser, you will bridge the gap between policy teams and central finance, supporting essential Government initiatives focused on energy and achieving net zero targets. The focus of the majority of your work will be in supporting the delivery of Carbon Capture, Utilisation, and Storage (CCUS) and Hydrogen portfolios, specifically the complexities relating to the Transport and Storage strategies, and so a sound understanding of Government budgeting and accounting policies, as well as statistical sector classifications will be essential.  You will also be responsible for elements of the International portfolio, including providing FBP support to major international collaborations including Conference of the Parties (COP), the main decision-making body of the United Nations Framework Convention on Climate Change.

You will collaborate closely with policy and delivery colleagues, alongside specialists such as analysts, legal and commercial experts. You will regularly engage with external stakeholders, including Partner Organisations and other government departments including HM Treasury. As an FBP, your role is to ensure that all colleagues across the Department are equipped with the necessary knowledge and support to effectively manage expenditure, thereby contributing to the achievement of the Department's broader objectives.

Person specification

• Offer tailored support to individual programmes on financial matters, including appropriate budgeting treatment, accounting issues and Accounting Officer considerations.
• Provide guidance to policy colleagues during the development of documents and when seeking financial clearance, including ministerial submissions and business cases.
• Provide expert advice and challenge to your directorates helping them to stay within their delegated budgets whilst maximising the value they deliver.
• Assist the business in developing realistic forecasts that consider financial risks and opportunities.
• Deliver financial reports to senior management furnishing them with the tools to make good decisions.
• Share insights within the policy or Corporate Services teams and with the Senior FBPs to optimise business planning outcome for the Department as a whole, including challenging assumptions where necessary.
• Collaborate to enhance financial capability and understanding across business areas.
• Whilst having no formal line management responsibilities, you will have matrix management responsibilities of 1-2 Assistant Finance Business Partners.

Skills and Experience 

• Experience of central government finance policies and protocols (for example Managing Public Money, and Consolidated Budgeting Guidance) and an understanding of, or ability to rapidly learn, how to apply these principles to novel situations and scenarios.
• A strong grasp of accounting principles, as applied to Central Government, including a willingness to digest and consider wider accounting standards and manuals.
• Demonstrated capability to cultivate trusting relationships with stakeholders and effectively influence them with impact and professional credibility.
• Experience of communicating financial performance and management information for decision makers and advising on associated opportunities and risks.
• Experience of successfully applying accounting principles and explaining them with clarity to non-financial audiences.
• Evidence of being solution-focused with the ability to work as part of a team and motivate and inspire others to achieve a common goal.
• Ability to bring concepts and details together and have the confidence to decide when to delve into the specifics and when to focus on the broader perspective.
• Impeccable professional and ethical standards.

CCAB (or equivalent) qualified accountant status is desirable but not essential for this role. Non-qualified candidates with the relevant skills and experience will be considered for the role and will be supported.
