Job summary

The Analysis and Data Directorates Administration and Finance team provide Executive Finance and Administration Support to a six person Senior Leadership team, Deputy Directors, Senior leaders from each division and over 200 analysts who work across DLUHC. The team provide finance, administration and business support to ensure that all members of the Directorate are free to focus on supporting policy teams across the Department.


Two main research contracts for the Department are the English Housing Survey contract, one of the Department’s gold contracts and the Housing Research and Evaluation call-off contract.


The person in this role will work with the contract managers for these projects, alongside the administration and finance team, providing valuable support for all aspects of the corporate reporting. You will play a key role in service improvement, leading small projects and delivery of a balanced budget at the end of the financial year.

Job description

The focus will be to work with senior leaders to implement change and deliver effective financial controls that support the Directorate's Business Planning.


Work with colleagues in other areas to facilitate delivery, ensuring activities are carried out in line with agreed strategies, priorities and delivery dates.


Deliver individual support activities or projects to improve outcomes and drive effective and efficient delivery across the Directorate.


Key Outputs and Deliverables.


Ensure the efficient processing of Erequisitions and invoices whilst complying with all departmental financial regulations.


Take a lead role in employee engagement and internal communications. Taking responsibility for the development of SharePoint and Teams sites.


Proactively challenge and evolve thinking within the Directorate, encouraging the organisation to be more efficient, more effective, and more ambitious.


Supporting continuous improvement and ongoing business process change.


Provide reliable and regular management information to the Head of Administration and Finance who has responsibility for pay and non-pay budgets.


Develop and maintain finance and business support systems to embed improved service delivery across the Directorate.


Form effective partnerships to expedite payment of invoices, creation of Erequisitions and ensure monthly reports are accurate. 


Secretariat support for Senior Meetings. To include setting agenda's taking minutes or action notes.


Lead and deliver short life projects, such as events, or commissions.

Essential Criteria

Experience of working in a fast paced  senior executives office of a large organisation with the ability to pivot activities at short notice.

The ability to communicate with a diverse group of stakeholders and peers, using sensitivity to manage upwards when necessary.

Experience of implementing diverse engagement strategies to overcome barriers to project delivery.

Advanced Excel skills to produce accessible, data rich documents for a diverse range of stakeholders.

Operational delivery / business support experience with proven prioritisation and organisation ability.

Utilisation of executive business support expertise to prioritise and manage a complex workload with multiple deadlines and multiple clients. 

The ability to deliver deadline driven monthly targets on time.

The post holder will be required to regularly travel to offices in London, Darlington and Wolverhampton.

Produce expenditure reports for the Senior Leadership Team.

HEO salary 

  • The salary for this role is £32,178 (National). 
  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges. 

Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. If you are a Secondee, this will not apply as you will remain on your home organisation’s terms and conditions.

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
