Job summary

We are currently looking for a Finance Analyst – IDAP & ILAP Support to join our Finance Team within the Corporate group. 

This is a full-time opportunity, on a fixed term contract/internal move or temporary promotion basis until 31st March 2025. The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU. Please be aware that this role can only be worked in the UK and not overseas.   

Government departments and agencies are working towards implementing a minimum 60% attendance in office sites. 

We are currently implementing a flexible, hybrid way of working, with a minimum of 4 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 8 days a month, with the remainder of time worked either remotely or in the office. Remote working is potentially available for some specific roles. Please discuss this with the recruiting manager before accepting an appointment.   

The salary for this role is £42,869 + an Accountancy Allowance of £2,000 (part qualified candidates) or £4,000 (qualified candidates). Please discuss with the hiring manager before accepting the offer. 

Who are we?  

The Medicines and Healthcare products Regulatory Agency enhance and improve the health of millions of people every day through the effective regulation of medicines and medical devices, underpinned by science and research.   

The Finance function was transformed during 2020/21 and is now structured in line with the Government Finance profession standard operating model around Strategic Finance, Finance Business Partnering and Financial Control. Finance lead on the preparation of the Agency’s statutory accounts, the management of risk and the financial control environment. They support the Audit and Risk Assurance Committee in the coordination of the internal audit plan (provided by the Government Internal Audit Agency) and ensure compliance with all HM Treasury, Department of Health and Social Care, National Audit Office and Accounting Standards requirements and guidelines. The team provide management accounting, financial planning and business analysis services and management accounts and additional analysis for ExCo.

Job description

The role sites within the Strategic Finance team. The team is responsible for effective strategic and operational modelling, forecasting and analysis to create business and finance insight and support medium to long term decision-making and policy setting at MHRA.   

What’s the role? 

 

This role leads in delivering high-quality advice to the project manager and supporting teams. 

The Finance Analyst will aid in calculating the fees and charges for the ILAP and IDAP project as well as budget & forecasting and ad-hoc financial support. 

Key responsibilities: 

 

  • Project appraisal and evaluation – developing models/templates to aid easy evaluation and appraisal of the project.  Leading on key assumptions for project evaluation and appraisal e.g. Optimism Bias, Interest Rates, Taxes, Project evaluation appraisal cost estimates  

 

  • Budgeting and forecasting – work closely with key stakeholders (Business Partners, Budget Holders, EPMO, Finance) on producing Project Budget and Forecast.  Working with Finance colleagues to ensure that expenditure is allocated correctly to project and that budgets are balanced, whilst forecasting future spend 

 

  • Fees and charges - use of time recording in estimation of resource cost for operational delivery of IDAP and ILAP.  Development and Maintenance of the agencies Fees and Charging model for the products 

 

  • Business case support – development of financial case for IDAP project, providing financial assurance Programme SROs

Person specification

Who are we looking for? 

 

Our successful candidate will have: 

 

  • Professional qualification or working towards (CIPFA, ACCA, CIMA, CFA) 
  • Experience in financial modelling, forecasting and financial reporting
  • Experience of delivering value added project reporting that provides insight and aid senior management decision making 
  • Knowledge of the principles of good financial modelling and investment appraisals

  • A keen eye for detail and able to establish processes to ensure outputs are accurate and error free
