Job summary

The Integrated Corporate Services (ICS) is a new shared corporate service, launched in July 2023. It will provide corporate services (HR, Finance, Digital, Commercial, Security and Estates) across the Department for Energy Security & Net Zero (DESNZ) and the Department for Science, Innovation & Technology (DSIT).

Job description

We are looking for an External Affairs Manager who can operate in a creative, high performing team. You will build trusted working relationships with our stakeholders in the energy industry, our Partner Organisations, the financial sector, charities and across Whitehall. You will work with Ministers and senior leaders in the Department to maximise the value of External Affairs in delivering their priorities. As a communications professional, you will ensure continuous improvement in our External Affairs function and play an active role in the cross-government External Affairs network.

Person specification

As a member of the External Affairs team, your responsibilities will include:

• Provide leadership and communications advice on the full breadth of strategic engagement issues across the Directorate, with Ministers and the Department.

• Plan, coordinate, implement and evaluate the department’s engagement strategy, based on the GCS Modern Communication Operating Model principles and in consultation with policy, communications, private office and our partner agencies.

• Lead on organising round-tables and other face-to-face events for Ministers and senior stakeholders.

• Work with the colleagues across the communications directorate (media, digital, campaigns etc.) to ensure stakeholders and influencers are identified and engaged across all channels.

• Build and maintain strong networks across DESNZ and effectively influence Ministers and senior officials, as well as colleagues across Government.

• Build and maintain positive relationships with priority stakeholders across DESNZ’s portfolios and bring their insight into how the department operates.

• Be an active member of the Government Communications Service – sharing DESNZ successes across government and external audiences.

Skills and Experience 

You will have significant experience working across multiple communications disciplines, including stakeholder engagement, media and digital. You will have an innovative approach to delivering high quality communications for Minsters and senior officials.

You will need excellent political judgement to spot communications opportunities and risks, as well as a sharp news sense, being alert to the wider government agenda and vision, as well as a good sense of what makes impactful engagements with strong communication outputs.

You must have the ability to quickly build strong relationships, and the confidence to engage directly with senior colleagues, stakeholders and Ministers, to win their trust.

You will have excellent verbal and written skills as you will be responsible for producing submissions for Ministers, as well as briefing them on stakeholder engagement opportunities in person.

You will work with policy teams, Private Offices, Special Advisers and communications colleagues across the Department to build strategic engagement plans that aim to generate support and advocacy for our policies. You must therefore be able to work at pace and often to very tight deadlines and be great at prioritising work.

You will have the ability to grasp complex issues quickly and think on your feet when dealing with difficult logistics, changes in plan, or challenging stakeholders.
