Job summary

The Scottish Child Abuse Inquiry was established in 2015 under statute and is independent of Scottish Government. The purpose of the Inquiry is to raise awareness of the abuse of children in care, and, to identify systemic failures that led to abuse happening. The Inquiry may make recommendations to improve legislation, policy, and practice. The Inquiry, chaired by Lady Smith, began its first phase of public hearings in May 2017 and will continue until such time as its work has been completed. The Response Unit co-ordinates and instructs the Scottish Government’s representation to the Inquiry in its capacity as a core participant. To that end, the Unit anticipates and responds to the policy and wider implications of the Inquiry as it progresses, collaborating with colleagues within Scottish Government (including its Executive Agencies) and liaising with stakeholders across the public sector. Part of that work involves identifying, reviewing, and transferring Scottish Government information to the Inquiry, and supporting Scottish Government witnesses. The Unit reports to the Deputy First Minister, who has lead Ministerial responsibility for the Inquiry. There is an information barrier in place between the Unit and the Sponsor Team to the Inquiry.

The Evidence and Review team is responsible for carrying out the Response Unit's operational work to sift, review and identify Scottish Government records that are relevant to the Inquiry's work. The team work closely with the policy teams, legal colleagues, document repositories and other internal and external stakeholders to support the Unit’s response to the Inquiry.

The post-holder will work closely with the Evidence and Review Manager (B3) and Records Manager (B2) to plan and execute tasks to ensure delivery of information to the Inquiry.

 

The work is personally and professionally rewarding but can also be challenging. We recognise working with this subject matter is not for everyone. We are looking for colleagues with strong interpersonal skills and resilience, and there will be bespoke professional support covering resilience and self-care available for all staff in these roles.

 

This is a 18 months Fixed Term Appointment with the possibility of extension.

Job description

Investigate, analyse, and document information to enable work planning and completion of requests from the Inquiry.
Co-ordinate the development of Inventories of the material identified for submission to the Inquiry, and ensure the final work is 100% accurate.
Develop, maintain, and adapt the necessary IT software, in particular advanced excel documents required for the review work and provide technical support to the team where required.
Carry out quality assurance analysis of evidence identified to ensure information has been captured correctly and provide constructive feedback to team members when required.
Work as part of the Evidence and Review Management Team to meet delivery targets for the Inquiry and other stakeholders.
Carry out any other duties which may be required as part of the Response Unit.

Person specification

Essential Criteria 
1. Demonstrable strong knowledge of MS software, in particular advanced technical Excel, and Access skills.
2. Ability to gather and analyse data and evidence from multiple data sources to inform planning, decision making and delivery of output to the Inquiry and other stakeholders.
3. Strong written and verbal communications skills with experience of producing accurate, considered, high quality work.
4. Strong organisational skills and the ability to swiftly adapt to fast paced changing deadlines and business needs.
