The Start for Life Unit is part of the Early Years, Children and Families Directorate within DHSC. In March 2021, the Early Years Healthy Development Review – chaired by Rt Hon Andrea Leadsom MP – published an ambitious Vision to ensure every baby in England is given the best start for life: The best start for life: a vision for the 1,001 critical days. The Start for Life Unit is charged with implementing this ambitious vision by putting words into action.

Following on from the Review, the Chancellor announced approximately £300 million, across three years up to March 2025, for the transformation of Family Hubs and improvement of Start for Life services in 75 local authorities – including funding for parent-infant mental health and breastfeeding services, the publication of Start for Life offers, and the establishment of Parent and Carer Panels. The Unit has been working closely with officials in the Department for Education (responsible for the family hubs element of the package) and DHSC Ministers to deliver the funding package.

We published a progress report in February 2023 detailing progress to date in developing and implementing the commitments in the Vision: The best start for life: a progress report on delivering the vision. This is a high-profile area of work which receives interest from senior officials, DHSC ministers and No.10.

Job description

We are advertising an exciting opportunity to join the Start for Life and Family Hubs Programme as an Economist. This role is crucial for securing future investment in early years and families, most pressingly the Start for Life Unit’s Spending Review (SR) preparations.  This will require engaging with academics, Local Authorities, Other Government Departments (e.g. DfE, DLUHC, HMT) to ensure our team delivers impactful analysis. 

You will be working as an embedded analyst in the Start for Life Unit as part of a multi-disciplinary analytical team. You will be managed by a Grade 7 economist, and will have opportunities for learning and development across the analytical team and wider analytical community.

We anticipate that the role is well-suited to an experienced economist. This is a fast-paced, reactive role in a high-profile policy area with ministerial and No 10 interest. The work will be a mix of strategic and responsive, and there are often commissions requiring short turnaround.

Person specification

Key responsibilities include: 

  • Conducting value-for-money analysis – building on the current analysis on costs and benefits for future Spending Review proposals and conducting economic modelling.
  • Developing a funding allocations model to underpin the magnitude of SR bids.
  • Academic engagement to improve the robustness of the case for investment in the early years at the next Spending Review.
  • Engaging with Local Authorities to gather information on costs and benefits to improve the robustness of assumptions underpinning future Spending Review bids and to build fully costed case studies.
  • Producing analysis that will influence policy development and inform future SR proposals.
  • Working with Minister Leadsom, the Department for Education and Other Government Departments (OGDs) on building the case for investment in the early years over the long term.
  • Taking a leading role in steering a research project that looks to use microsimulation modelling to estimate the long term benefits of improving outcomes in the early years.

Key skills and experience required for the role

Successful candidates will demonstrate:

  • Ability to develop expertise in complex issues and accurately analyse a range of available evidence to support decision making.
  • Strong stakeholder management skills, such as the ability to build and manage strategic and long-term relationships with key stakeholders (e.g. other government departments and academics).
  • Ability to communicate technical concepts and economic analysis to non-analytical stakeholders.
  • Experience in producing cost-benefit analysis and developing business cases is desirable.
  • Ability to prioritise effectively and flexibly adjust to new priorities if needed.

The role will provide an opportunity to develop skills in cross-departmental and profession working. 

ESSENTIAL:

The minimum criteria for this are as follows:

  • A degree at 2.1 or an MSc in Economics and be able to demonstrate substantial current experience in your career as a professional economist.
