The responsibilities for the Department for Science, Innovation & Technology for 2023 are as follows:

Job description

Improving digital infrastructure is a priority for the government, and this high-profile analytical role will offer the opportunity to develop and drive the analysis which underpins the Government’s work.

The role sits within the Digital Infrastructure Analysis Team which consists of c.25 analysts. The team works with senior policy makers within DSIT and across Whitehall, as well as our partners (including Ofcom and the industry), to help deliver policy commitments and ensure a competitive telecoms market that maximises investment, innovation, quality of service, choice and value for money.

This is a unique opportunity to work closely with the Future Telecoms Technology Policy area to develop and quantify effective policy interventions, build our evidence base, provide economic insight to influence policy decision-making, and evaluate the impact of our work on the mobile telecoms market. The role will also involve working on the future strategy for digital infrastructure in the UK and playing a central role in delivering the team's response to the next Government spending review.

Person specification

The current key responsibilities of this post include:

- Assessing and analysing the telecoms market, including competition, regulation and investment analysis. This includes building evidence bases to support our policies, as well as economic appraisal of benefits to inform business cases and spending reviews.

- Evaluating the impact of our policy interventions using a variety of quantitative and qualitative techniques.

- Identifying and communicating complex issues to non-specialist audiences and senior colleagues in both written and verbal form.

- Building relationships with key policy colleagues, analysts and technical telecoms experts.

- Responding to quick turnaround requests for information, drawing on existing work and modelling. Balancing ad hoc work such as this with ongoing, longer term responsibilities.

- Applying economic theory, such as assessing market failures, competition impacts of policy etc, and adapting this theory in the face of real-world telecoms situations, e.g. high fixed costs, oligopolistic competition etc.

- Analysing data and drawing conclusions from large complex datasets. Applying techniques and tools related to data cleaning, manipulation, analysis and visualisation.

- Thinking strategically about the future of digital infrastructure within the UK and how our policy can best respond to long term challenges and issues.

Skills and experience

Essential criteria

- 2:1 Bachelor's degree in Economics OR Master's degree in Economics (if you achieved a 2:2 in your undergraduate degree or studied another subject). OR 2:1 degree in a subject with a significant quantitative component.

- Some prior experience working as a professional economist or in another analytical role.

In addition to the above essential criteria, the ideal candidate would:

- Have the ability to perform high quality analysis to strict deadlines which can be used to inform policy decisions.

- Be able to apply economic concepts to real-world situations and determine practical, real-world solutions.

- Possess strong communication skills and the ability to explain complex economic concepts to a non-specialist audience.

- Have the confidence and ability to work independently and own individual workstreams, only requiring infrequent support from more senior colleagues

- Be comfortable working with complex and often incomplete datasets, and be able to draw insights from said data whilst recognising limitations.

- Be able to project manage their own work, with the ability to think strategically about what work is required to achieve objectives and when this needs to happen.

Knowledge of telecoms or past experience in government is not essential for this role.
