Job description

The Integrated Review Refresh 2023 set out a range of economic security challenges facing the UK and the world, including growing geopolitical competition, national security risks emanating from legitimate economic activity, and supply chains vulnerable to shocks and exploitation. The Government is committed to tackling these challenges in a way that makes sense for the UK as an open, mid-sized economy that benefits from trade and investment and which supports global norms.

The Government considers economic security through three objectives: ensuring we are better able to tackle economic-based national security threats in a proportionate and targeted manner; making our economy more resilient to supply shocks and stronger in areas of strategic importance; and using economic strengths and international partnerships to tackles threats to global norms.

The Economic Security Unit in DSIT is recruiting a Senior Policy Adviser to join a fun, friendly team committed to innovative policy-making, thought leadership and embedding tech and innovation at the heart of the economic security debate in Whitehall.

In this role you will be responsible for engaging regularly across Whitehall to shape and influence the direction of cross-government policy thinking on economic security.

You will draw on sector teams’ expertise in critical technologies, and build your own core economic security know-how as you develop new insights and tackle novel approaches to getting the risk balance right. This debate is inherently political, so you will be drawing down insights from your network across Whitehall to shape and land our Ministers’ positions on ensuring the safe and secure growth of tech, science and innovation. You’ll be shaping papers taken to the regular meeting of the NSC (Economic Security), identifying new risks, and working to land our own policy approaches with international partners.

Key Responsibilities

You will be:

- Identifying and responding to novel problems, able to respond to new issues as they arise, thinking innovatively and building expertise, working with analysts and others to find the most compelling information and presenting your arguments.

- Developing strong, collaborative relationships with other departments across Whitehall to strengthen your policy-making and shape policy-making led by other departments - including MoD, Cabinet Office, UKIC, DBT and HMT.

- Building convincing and persuasive arguments for change in the toolkits we deploy to protect the UK's national security and prevent those who would do us harm from building their technical capabilities.

- Working on behalf of, and with, the technology sector teams in DSIT, supplementing their insights with core economic security expertise to ensure a robust approach to how we balance security and prosperity interests.

We’re looking for people with excellent critical thinking skills, who are comfortable operating in a fluid policy environment and generating new answers to problems where there is no pre-existing policy approach.

Skills and Experience

We would welcome hearing from candidates who are:

- Able to think innovatively and creatively, to generate new policy and break down problems.

- Able to communicate clearly and succinctly, verbally and in writing.

- Able to make the right judgement calls on risks, drawing together an evidence picture, thinking about gaps and how to fill them and able to make a persuasive argument about the right course of action as a result.

- Able to work flexibly and at pace, and are collaborative by default.
