Job summary

The Department for Work and Pensions (DWP) is seeking a Chief Speechwriter to the Secretary of State to head up the Department’s Speechwriting and Editorial Team, based within Private Office.  

The successful candidate will be responsible for creating a suite of products for DWP’s Ministerial Team, helping them refine and communicate their vision for the Department across a range of policies and tailored to different audiences. Able to set both a high standard and direction, they will work closely with private offices, press office, policy teams, and Special Advisers.

DWP is the UK’s biggest public service department, and administers the state pension, a range of working age, disability, and ill health benefits to around 22 million claimants and customers. What we do matters to millions of people every day.  

Private Office is the link between Ministers, the Permanent Secretary, the Departmental Board, the Executive Team, the wider Department and across Government, and plays a key role in the development of policy and the delivery of Ministerial priorities.

Job description

As the Chief Speechwriter to the Secretary of State and Head of Speechwriting and Editorial Ministerial Speechwriter, you will:

  • Oversee a small cross-cutting central communications team to develop, deliver and quality-assure written and oral communication products for the Secretary of State and Ministerial Team, aligning them with departmental objectives and the wider governmental agenda.
  • Act as the Department’s Editor-in-Chief, overseeing an effective and coordinated approach to communicating the department’s mission, strategic priorities, policies and operational changes/successes to internal and external audiences.
  • Provide expert editorial oversight, strategic advice and practical support to policy, finance, programme, project and operational teams to develop creative and compelling content for the Department’s communication channels, campaigns and publications, ensuring they meet ministerial expectations and are suitable for target stakeholder audience(s).
  • Work closely with the Department's internal, strategic and digital communication teams to plan and deliver effective communication products ensuring they reflect the 'voice' and priorities of Ministers and offer coherency between communication, parliamentary, correspondence and other stakeholder products.
  • Devise, develop and deliver inspiring, informative and engaging internal and external communication products for the Secretary of State and Ministerial Team.
  • Oversee a dynamic speeches strategy for the Secretary of State, proactively looking for new and innovative opportunities and platforms to communicate policy/operational announcements.
  • Deliver a capability-building programme for Private Office, policy and operational colleagues at all levels to enhance departmental and wider civil service capabilities around effective stakeholder communication.
  • Provide visible senior leadership across Private Office Group to create a work environment that is collaborative, supportive and energetic.

Essential Criteria

The successful candidate will be able to demonstrate:

  • Exceptional writing skills: communicate complex information in creative, clear, and compelling ways; capture and refine the Minister’s voice and a narrative which joins the dots between different policy areas. (Lead criteria)
  • A strong understanding of the wider governmental, political and media environment and an ability to harness this awareness to inform and frame writing.
  • A strong track record in managing own and team’s high-quality service, including the ability to manage competing and sometimes conflicting priorities and proactively identify opportunities.
  • A flexible outlook and approach, coupled with taking responsibility for exemplary work, demonstrating personal resilience and strong attention to detail.

Desirable Criteria - Will only be assessed in the event of a tie between candidates.

  • Successful track record of writing speeches and delivering other communication products for Ministers or senior leaders.
  • Experience of working in government/corporate communications, media, or journalism.

Selection process details

Selection will be by a written sift and shortlisted candidates will be invited to attend an interview.

Blended Interview Stage

Shortlisted candidates will be invited to attend a face-to-face blended interview at Caxton House, London where you will be asked a mixture of Behaviour and Strength questions.

A blended interview aims to be more of a conversation at interview offering a more inclusive approach. Behaviour and Strength based questioning explores what candidates can and has done, but also their potential.

Candidates may also be asked to undertake a short written assessment or presentation as part of the interview. Details of this will be provided to those invited for interview.

An example of a Behavioural question would be; Tell me about a time when you’ve had to deal with a difficult customer.

The behaviours being assessed are:

 As part of your application/interview, it may help to use one or more examples of a piece of work you have completed or a situation you have been in, and use the WHO or STAR model to explain:

What was the task, How you approached the work/situation and what the Outcomes were, what did you achieve? Or What was the Situation? What were the Tasks? What Action did you take? What were the Results of your actions?

It is difficult to prepare for strength type questions as these are intended to invite your natural response to an issue or situation. However, you can think through your answers, focus on your achievements and aspects you enjoy and decide how these can be applied in the organisation and role.

While strengths questions are shorter and we do not expect a full STAR response, the panel is interested in your first reaction to the question and information or reasoning to support this.

We expect to undertake the sift in July 2024.
