Important salary details:

New recruits to the Civil Service joining MoJ are expected to join at the band minimum.

Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).

Reserve List:

HMCTS run a Reserve List, where candidates who are unsuccessful at interview by only a few points, can be offered other roles, at the same band, for up to 12 months. Key Responsibilities:

Risk and Issues Management:

  • Maintain and evolve an overall risk management process for Digital Operations within DTS
  • Manage and update the RAID (risks actions issues decisions) Log for the Digital Operations Directorate within DTS
  • Govern, track and report on risks and issues, actions and initiatives across Live Ops, Digital Operations Directorate and DTS to mitigate or prevent risks from occurring
  • Undertake regular risk assessments, analysing current risks and identifying potential risks that are affecting Digital Operations and DTS• Proactively consider potential risks from external sources and risks from contracts, insurance etc. and ensure these are flagged and recorded with relevant risk rating
  • Facilitate and support the introduction, implementation and documentation of required mitigations, preventions, and action points, developing the control environment and associated measurement for effective risk management.
  • Ensure the right tools within Service Management best practice are used to monitor, track and report on risks and issues using dashboards, performance measures and appropriate means to present information to various boards and audiences
  • Ensure that risk management activities and processes are integrated and linked to the other service management disciplines such as problem management, incident management, change management, continual improvement etc.
  • Lead the set up and coordination of various DTS tiers risks and issues (RAID) Boards / Review Meetings across Live Ops, Digital Operations with alignment to the wider DTS strategic objectives and priorities, ensuring these are run effectively and efficiently.
  • Support in mitigation and resolution of Risks & Issues by providing relevant data and metrics to colleagues
  • Ensure appropriate data is being collected, aggregated, and reporting on in a meaningful way to facilitate quality wider reporting and management information.
  • Manage resources in accordance with HMCTS policies and procedures, to allow consistent achievement of the team’s business objectives.
  • Champion the governance and management of risks and issues (RAID), their tracking and reporting, working with colleagues across government and other digital, data and technology (DDaT) communities and analytical professions.
  • Lead and instil the delivery of ITIL best practice regarding risks and issues management and reporting during interactions with the wider organisation.

Stakeholder Management:

  • Engage with Stakeholders, Suppliers and Management to understand, assess, analyse, and evaluate risks and issues of existing services and the potential new risks and represent Digital Operations in forums.
  • Act as a central contact point for all digital and technology matters related to Digital Operations risks and issues and act as the directorate SME within the governance and management of risks and issues.
  • Provide Senior Stakeholders with Management Information of Service KPI Reports across the landscape related to risks and issues to inform decision-making, prioritise the risks to be addressed and strategic direction.
  • Engage and interact with users of DTS products and services to maintain user-centric view of their experience and opportunities for service improvements.
  • Responsible for reviewing supplier risks management reports and risk registers (RAID) for each service, ensuring that they are fit for purpose and that they achieve their targets and provide best value and any risk mitigations and improvements identified in the service provision are implemented
  • Attendance to service boards to drive cross-jurisdictional communication.

Skills & Experience:

  • Reporting to the DTS Service Performance Lead, we are looking for an individual with Service Management/ITIL background and strong analytical, problem-solving, and risk management experience who likes working with a broad range of stakeholders and users. You will also contribute to the wider community and share your skills and experiences with others across HMCTS, MOJ and the wider Government, as required.

Essential Criteria:

  • An understanding of Service Management Frameworks, experience of risks and issues management, principles, processes, and experience of working in an Operational Service Management / ITIL environment
  • Proven experience of managing a risks and issues register (RAID) and activities, tracking and governance, conducting analysis, developing performance measurement frameworks such as KPI’s and adapting your approach and framework appropriately in line with any changes to deliver an excellent customer service
  • Experience of using a range of tools and dashboards for gathering information and data from a range of sources such as IT Service Management Tool, Application Performance Monitoring and reporting on risks and issues.
  • Experience of working in large, complex organisations with strong problem-solving abilities and analytical skills
  • Experience of leading and managing RAID review boards and groups
  • Excellent written and spoken communication skills with experience of successfully influencing others, negotiating effectively, and winning over audiences

Desirable Criteria:

Where the volume of applications is high, having an APMG Management of Risk (MoR), Certificate from the Institute of Risk Management (IRMCert) or equivalent qualification will be considered in the sift process.
