Established in April 2016, the Defence Nuclear Organisation (DNO) delivers nuclear capability to deter threats and protect our nation.

The DNO oversees all defence nuclear business (excluding operations) and is responsible for providing nuclear deterrence; sponsoring the Defence Nuclear Enterprise (all the organisations, programmes and people that sustain the UK’s nuclear deterrent); and advising on UK nuclear policy, planning and international co-operation on nuclear matters.

The UK’s independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies. To ensure that we have a credible and capable nuclear deterrent for as long as the security situation requires, we are building four new nuclear armed submarines – known as the Dreadnought Class – and replacing our nuclear warheads. These renewal programmes will utilise world-leading technology and are a showcase in science and engineering, highlighting the prowess of British industry.

The post holder acts as the delegated lead for safety and environmental management activities across the DNO Transport programme. Accountable to the Transport Delivery Duty Holder (DDH), the post holder works closely with, and provides mutual support to, the existing Nuclear Safety Manager to ensure conventional H&S continues to underpin Defence Nuclear Transport Nuclear Safety.

This position is advertised at 37 hours per week.

Job description

The ideal candidate will have a strong technical background and experience managing safety in a complex high hazard enterprise or managing security in a security sensitive environment.

The successful candidate will need to be self-motivated and proactive to develop this role within a complex, challenging and highly interesting programme. Organisation and communication skills are essential to succeed in this position, alongside management of relationships with stakeholder and suppliers. 

Role responsibilities: 

The successful candidate will be responsible for managing the delivery and implementation of all safety, environmental and security aspects of the Nuclear Transport programme. This will include:

  • Complying with MOD policy and instructions, legislation and procedures that apply to the management of DNO Transport system safety.
  • Managing activities to demonstrate that risks are reduced to ALARP.
  • Understand Radiation Protection policy and maintain relevant good practice on Operations and training exercises.
  • Updating Safety Management Arrangements consistent with the Transport Nuclear Safety Case (TNSC).
  • Managing and maintaining a suite of safety cases for vehicles and equipment employed on Transport Operations.
  • Coordinating safety management activities across nuclear safety management interfaces and with Transport stakeholders.
  • Managing and complying with MoD and Warhead Group Safety Management Systems through life, monitoring arrangements and required documentation.
  • Maintaining an incident reporting system and conducting investigations of any accident, incident, near miss or report to ensure a positive safety culture and ongoing compliance with Nuclear and conventional Safety Cases.
  • Facilitating Nuclear Transport Operations Group (NTOG) safety and environmental committees, panels and working groups.
  • Supporting DNO Transport Programme and commercial activities through SQEP advice on safety and environmental requirements and regulatory/ policy constraints on operations, acting as an intelligent customer for any external safety and environmental support tasking.

Hybrid and flexible working can be considered for this post but will need regular workplace attendance due to security constraints. Candidates are encouraged to discuss options with the recruiting line manager before submitting an application.

Person specification

Qualifications: (can be completed in post}

  • System Safety Practitioner (MOD internal applicants only) and/ or PGCert System Safety Engineering.
  • Nuclear Advance Course (NAC) 2.2 Safety Case Development Module (ND801M13), or equivalent.
  • Nuclear Safety Case Methodologies Course (NSCMC) (ND825), or equivalent.

Desirable Qualifications

  • Engineering qualification at Level 6.
  • Professionally recognised environmental management qualification.
