Energy Division numbers around 180 staff and regulates the UK's Major Hazard energy and extractive industries both onshore and offshore. Within Energy Division we are placing much focus on improving our operational delivery. This includes ensuring we have the correct resources and materials in place to enable frontline staff to deliver impactful work in the sectors we regulate.

We are seeking to recruit an Divisional Support Team Business Manager to support us in delivering this work. They will report to the Head of the DST team and their work will link in with business improvement work already being carried out by others within the same Unit. The role will also have line management responsibility for a small team of support staff. The role will involve some exploratory work to establish the current picture in relation to operational delivery and then work with others in ED 1 to establish delivery frameworks and resources to improve the work we do. You will have work stream management responsibilities to help and support staff working in the Division, and work with the Divisional Management Team and other senior leaders within HSE to ensure operational business needs and priorities are met across the Division.

This is a key role in facilitating management of the Division, particularly during a time of change. You will be required to work across different Units and Sectors, take responsibility for the work and drive it forwards personally and with your team. This is an exciting, varied and challenging role with opportunity to help shape our future working within a supportive team. You’ll provide strong leadership to a team of administrators that provide support to the Senior Leadership Team and the wider Division.

Job description

Overall purpose and responsibilities:

The post holder will work as part of the broader Divisional Support Team, supporting Energy Division, to improve Operational Delivery. The role is a mixture of management and self-tasking activities, and does include line management of one Band 5 and two Band 6 colleagues in the DST including:

  • The Executive Assistant to the ED Director.
  • Two Band 6 Administrative colleagues providing performance monitoring support and other general support functions in the Division, including reporting tools and dashboards.

Main Duties:

  • Be accountable for the governance and maintenance of Energy Division’s SharePoint, ensuring the content is fit for purpose.
  • Managing the training planning process and delivery, events management and support to the Head of Division and Senior Leadership Team.
  • Support and manage Divisional communications.
  • Support Divisional assurance processes.
  • Contribute and support the Division in delivering business improvement activities
  • Input into Divisional annual planning processes and an ability to engage with ED staff.

There will be an occasional need to travel between Energy Division Offices, with some overnight stays. Candidates may need to attend our Bootle office on a Monthly basis.

Training Provided:

On the job training will be provided to the successful candidate to help them understand the work and people in the Division. Further ongoing development will be identified and tailored to the successful candidate and included in the annual Divisional Training Planning process.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

Person specification

The successful candidate will need to be a confident change agent, collaborative in approach and be able to quickly develop constructive networks across the Division with colleagues from a range of job bands, technical and functional roles.

Essential Skills and Criteria:

  • Effective interpersonal and stakeholder management skills to work collaboratively to deliver constructive and positive working relationships. 
  • Ability to work flexibly and with own initiative in an ever-changing environment.
  • Planning, prioritisation, problem solving, and time-management skills, with the ability to work under pressure to meet key deliverables and review and enhance working processes.
  • Ability to communicate effectively internal and external stakeholders and provide clear and robust advice and guidance to Senior Leadership Team and colleagues.
  • Ability to lead and manage people to deliver business priorities.
  • Ability to develop and implement change within the service.
  • Good working knowledge and application of Microsoft Office.

Experience:

  • Prior experience of direct line management, or the ability to demonstrate managing people to deliver tasks;
  • Ability to manage multiple projects at pace;
