About the Transformation Directorate

The newly formed Transformation Directorate is responsible for the management and delivery of cross agency transformational activity that will enable the NCA to deliver against its strategic objectives. This is essential to ensuring the Agency remains at the heart of tackling the ever-dynamic threat of serious and organised crime.  

Overseeing a multi-million pound investment spread across a range of programmes that impact core infrastructure, this is a new area with primary responsibility for:

  • Making sure transformation is directly related to long term strategic ambitions and vision;
  • Integration of operational and business stakeholders across the Agency to identify the impacts of change and develop plans to deliver successful adoption of change and realisation of benefits;
  • Delivering transformation expertise; enabling investment in our people and their professional development to support the delivery of localised agency change initiatives through the provision of skilled resources, tools and best practices;
  • Driving a vehicle for agile transformation; ensuring our people are upskilled in agile ways of working through professional development whilst implementation methodologies and leaner ways of working are executed to improve time to value and benefit achievement.

Job description

Reports to: NCA Director General Capabilities

Grade/pay band: Director (SCS2) circa £110,000 to £140,000 per annum

This is a major role in building new capability to support the national response to serious and organised crime. The role holder will be an inspirational and supportive team leader with significant experience of delivering transformational change at an enterprise level. 

You will lead key strategic change programmes across the National Crime Agency (NCA) to expand and improve our use of technology, including data and digital programmes. 

You will drive forward the development of new approaches to change delivery and business change across the NCA. 

You will develop new capabilities in conjunction with National Security partners and the wider serious and organised crime system. 

You will manage a diverse team of change professionals to deliver against challenging customer requirements. 

You will be an inspirational leader, role modelling the behaviours and values of the NCA. You will provide a supportive environment for individuals to thrive and feel confident to innovate and meet their potential. 

Main Responsibilities:

  • Stakeholder Engagement: Engaging and communicating with key stakeholders, including external partners. This includes providing regular updates, addressing concerns, and gathering feedback to ensure buy-in and support for the transformation initiatives.
  • Strategic Planning: Developing and implementing a transformation strategy aligned with the organization's objectives. This involves analysing current processes, identifying improvement opportunities, and setting clear goals and milestones for the transformation initiative.
  • Change Management: Leading and managing organizational change by creating a change management plan, communicating the vision for transformation, and engaging stakeholders at all levels. This includes addressing resistance to change and ensuring a smooth transition throughout the transformation process.
  • Cross-functional Collaboration: Collaborating with different departments and stakeholders to drive transformational change. This includes building relationships, fostering a culture of collaboration, and ensuring alignment across various teams and functions.
  • Process Improvement: Identifying and implementing process improvements to enhance efficiency, productivity, and customer satisfaction. This may involve conducting process assessments, mapping current and future-state processes, and implementing best practices and new technologies to optimize workflows.
  • Leadership and Team Management: Providing leadership, guidance, and support to the transformation team and wider agency. This involves setting clear expectations, mentoring team members, and fostering a positive and collaborative work environment.
  • Risk Management: Identifying and managing risks associated with the transformation process. This involves conducting risk assessments, developing mitigation strategies, and ensuring compliance with relevant regulations and industry standards.
  • Continuous Improvement: Driving a culture of continuous improvement by promoting learning, innovation, and agility. This includes monitoring industry trends, adopting new technologies and practices, and seeking opportunities for further transformation and growth.
  • Annual delivery budget c £100m

  • Chair of Economic Crime Levy Management Board
  • Chair of Communications Intelligence Programme Board  
  • Chair of National SARS Programme Board

You will need to demonstrate the below essential criteria:

  • Inclusive leadership skills – comfortable operating in a complex operational environment, with a demonstrable commitment to lead, develop and nurture a highly performing, diverse and talented workforce.
  • Experience of building effective partnerships across government, UK public and private sectors and with international partners at a strategic level.
  • An understanding of the public sector's commercial interface with the private sector.
  • The ability to articulate a strategic forward vision for a large, complex organisation or system, ensuring that a wide range of internal and external stakeholders are engaged and supportive.
  • Proven track record of successfully managing political and operational risks.
  • The ability to lead and deliver change, with a track record of delivering substantial improvements to increase operational effectiveness and value for money, including through running programmes and setting up new capabilities.
  • A proven track record in achieving transformation in an organisation through innovation in the field of data analysis in a large and complex organisation
  • A track record of achieving change through user engagement and partnership.
  • Experience of delivering interventions that ensure that Equality, Diversity & Inclusion (EDI) is embedded in the organisation’s way of working, fostering a culture of trust which enables people to speak up, feel safe and advocate for others.

Please note

  • The NCA is a 24/7 organisation, and working patterns must support business requirements. Some roles may require you to respond at short notice or outside of core hours.
  • Individuals will be required to undertake and pass a substance misuse test as part of pre-employment checks
  • If successful you must hold, or be willing to obtain, security clearance Developed Vetting (DV) up to STRAP.
