Job summary

HM Land Registry (HMLR) is looking to appoint a Director of Land Registration Services who will be responsible for leading on the development and implementation of a comprehensive operational strategy that aligns with our strategic direction and delivers for the benefit of customers. You will oversee all aspects of service delivery and service delivery improvements, ensuring access to the business capabilities (people, process, technology including automation) needed to meet fluctuating service demands over the short, medium, and long term.

For 160 years HMLR has been a critical part of the UK's national infrastructure. We protect the right to land and property in England and Wales and allow it to be bought and sold securely. Our service is truly unique in purpose and scale, we provide essential guarantees for our citizens’ greatest assets and are the cornerstone of a vibrant lending market that serves every part of the country. Our register contains more than 26 million titles providing ownership guarantees for 88% of land in England and Wales. The market is huge with over 8 trillion pounds worth of assets and over 260 billion pounds worth transacted every year. In 2023, HMLR received 32 million service requests.

Job description

The role holder will have three direct reports at deputy director level, with responsibility for a wider team of 4,000 across multiple locations through England and Wales. The successful candidate will be a confident innovator, experienced in leading large, complex teams during times of significant organisational change while maximising positive impact. This role is key in the delivery of both the day-to-day land registration services, and the successful delivery of the Strategy 2022+, including transformation through supporting the development and implementation of a digital conveyancing system of the future.

Person specification

You will have extensive experience of successfully leading a business-critical service delivery function of significant scale and complexity, with a track record of success in developing and implementing operational strategies that have led to significant improvements in efficiency and effectiveness. You will bring a track record of leading at scale along with proven ability to influence, motivate and inspire diverse and geographically dispersed teams.
