Job description

The Delivery Continuity Team (DCT) are a Portfolio, Programme, and Project Management Team who conduct strategic analysis and review of future requirements in DIO to develop delivery options. The team lead in developing strategic solutions and work with Commercial colleagues to convert strategy into effective and efficient  contracts, for facilities management and other estate services. DCT identify the scope for wider support across DIO business to help enable effective operating capability. 
The post will involve working as part of the team providing technical expertise to the Defence Soft Facilities Management services. The post will also provide technical expertise in the delivery of a future programme of work which will include the replacement of a number of MOD PFI contracts, including the project Aquatrine.

Person specification

  • Provide continuity and consistency through application of knowledge and experience across the DCT Portfolio and wider Infrastructure Service Procurements.
    •    Lead on Requirements capture and development of the contract specification/requirements, ensuring all sources are considers in this work e.g. relevant technical information, mandatory, legal, subject matter experts, policies and guidance etc as well as collaborating with customers to gain a clear understanding of their needs.
    •    Support the Project leads in programming the Requirements capture delivery plan.
    •    Requirements WG lead liaising with appropriate stakeholders and SMEs
    •    Provide support to the project and programme teams by assisting in the development of technical information across the project, ensuring all captured data and documentation is clearly understood.
    •    Assist in the development of User Requirement Documents (URDs) and other documentation as required.
    •    Support technical evaluation process including development of technical questions, technical evaluation of bids in accordance with agreed criteria, moderation panels and provision of assurance reports
    •    Support the evaluation process and evaluation and moderation panels when required. 
    •    Collaborate with the Data Team and the Data Working Group to facilitate, identification and collection and validation  of data required to support the requirement, potential gaps, data sources and where required in the design and delivery of a ‘data room’.
    •    Provide support to the project team in capturing project requirements by ensuring all relevant mandatory and MOD instruction documents as instructed by the SME’s are included
    •    Assist the project team in supporting project requirements by providing written and verbal guidance on the requirement providing written and verbal answers to queries 
    •    Ensure technical data and document and Requirement risk is appropriately identified and managed.
    •     Provide support to the project and programme teams by assisting in the development of technical and financial data information across the project, ensuring all captured data and documentation is clearly understood
    •    Facilitate validation of the data liaising with the appropriate SMEs, Regional Delivery reps and other stakeholders
    •    Support to developing and presenting training material on the technical aspects of projects to end users.”
