Job description

The Challenge:

The Regional Delivery Accommodation (RDA) Housing Estate Officer is accountable for ensuring their team conform with all agreed DIO TLB processes and operating procedures, and particularly those which are detailed under the key infrastructure process for: managing the delivery of the housing service within a dedicated geographical area of responsibility, in accordance with Departmental policy and within the appropriate delegations. This is achieved via a team of dedicated housing delivery staff and with the appropriate resources for which the post holder is responsible.

Job Description:

This is an exciting opportunity to join the Defence Infrastructure Organisation (DIO) which is a business unit within the Ministry of Defence (MoD) and is 20 months into a contract change with the Future Defence Infrastructure Services (FDIS).

DIO Regional Delivery Accommodation (RDA) is recruiting for a Housing Estate Officer (HEO), at EO grade, to join the team in the Shropshire and West Midlands area. This role provides an outstanding opportunity to improve the lived experience of our Service Families. 

As part of the RDA Central Region Team, we are responsible for the provision of housing to meet the needs of our military customers. This role primarily covers housing areas in Shrewsbury, Donnington, Ternhill, Cosford and Shawbury, with the office location at Donnington, Shropshire.

The ability to travel to MOD locations throughout this area is therefore an essential requirement in this role. Transport will be provided.

The successful candidate will be a motivated, self starter who is able to handle and prioritise workloads according to contract deliverables and risk based analysis. They will have Strong social skills to form relationships that promote collaboration between stakeholders and Industry Partners to support continual improvement.

This role has the responsibility for ensuring the delivery of high-quality housing, facilities maintenance, improvement, safety, and the upgrading of community areas such as play parks. A percentage of this role is dedicated towards the assurance of our industry partners’ performance. 

This role has responsibility for circa 750+ housing assets.

Main Responsibilities

  • Engaging with stakeholders and partners including Industry Partners, MOD personnel, Units and Service Families.
  • Regular customer engagement at all levels.
  • Working with partners to achieve positive outcomes and results, putting the needs of Families First.
  • Assist with the development of the Regional Billable Works Plan and wider Headquarters future programmes which helps improve the estate.
  • Consider and process new work requests for the Billable Works Programme including monitoring progress and quality.
  • Undertake Regional Assurance activities on contract deliverables both on the estate and via desktop.
  • Investigate level 2 customer complaints and parliamentary enquires.
  • Dealing with in occupation queries and working with Suppliers to resolve difficulties.
  • Attend and support handovers as directed.
  • Responsible for investigating H&S issues within designated area including inspections.
  • Commitment to Safety First in all areas of business.
  • Ensure Compliance with legislative and mandatory requirements.
  • Supporting the DIO HQ Projects teams through the monitoring and supporting of Major Project Programme for SFA. 

This role is multifaceted and necessitates both desktop working and out on the MOD Estate.

Travel Requirements

Travel throughout Shropshire and the West Midlands will be required. Some travel, when required, across the UK, including some overnight stays. The successful candidate will be part of a small team responsible for areas up to 3 hours drive from their base in Donnington, Telford.
