Job description

The Data Governance Programme Manager is responsible for the delivery of the data programme to maximise data capture in support of corporate reporting outputs. The role is focused on ensuring that relevant and assured data is collected, stored, and integrated into the data warehouse or other Defence Infrastructure Organisation (DIO) master systems to maximise resources and optimise reporting. The principal objective of this role is the maintenance of an integrated view of all activities in relevant business areas to ensure that dependencies, priorities, and resources are allocated appropriately to achieve successful outcomes.

The post will provide line management and support to one Project Support Officer (PSO) at Higher Executive Officer (HEO) level, and work closely with the Assistant Head and Deputy Head Data Governance to take the strategic direction and translate it into operational activities across teams. It is therefore a critical role to safeguarding timely delivery of the Data Programme by determining and linking relevant activities and providing senior managers with a coherent view of all activities. This is largely achieved through the consolidation and alignment of detailed plans with DEx priorities and DEx 5 Year Plan, bringing together the programmatic view to be able to present an overview of deliverables. As such, the post works closely with the Customer Engagement team, predominantly the requirements and planning teams.

In addition, the post manages key partner/supplier relationships outside of the Data Gov team, specifically wider DEx and Chief Information Office (CIO).This is to ensure that there is a wider delivery commitment which mirrors the Data Governance delivery plan; dependencies are coordinated and potential risks to timely delivery of the programme identified, proactively managed, or escalated where appropriate. This will also ensure that there are good working practices and flow of communication between DEx and its delivery partners.

Responsibilities include:

  • Engage with wider DEx, CIO and external parties on a regular basis to ensure that data requirements and continuity of supply are assessed.
  • Engage and provide expert advice to Design & Integration teams to ensure planning and sizing of Statement of Needs (SONs) are compatible with the approach the team adopts in delivery.
  • Work closely with the wider Data team to understand the impact of data architecture, standards, quality, and governance upon the prioritisation of deliverables.
  • Ensure that an integrated approach is taken to all activities across Data Gov, utilising skills of the team effectively.
  • Utilise recognised Project Management (PM) tools and techniques to coordinate and monitor activities across Data Governance team ensuring that all dependencies are identified and managed in support of timely delivery. This includes implementation of appropriate project governance structure and documentation for all project-based activities.
  • Identify risks to programme delivery, ensuring that appropriate mitigation is in place recognising where escalation to senior levels is appropriate.
  • Drive development of relevant reporting mechanisms within the Data Governance team to ensure that there is visibility of progress of works.
  • Maintain an ongoing dialogue and ensure agreement of deliverables with relevant CIO staff, shaping a positive working environment.
  • Engage with CIO to specify and review technical specifications to ensure future proofing of the data warehouse capability.

Person specification

Project or Programme Management qualification desirable but not essential for this role as appropriate training will be provided.
