Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments.  Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. Job description

This role will support the Service Families Accommodation (SFA) Capital Purchase Programme. This is a multimillion pound programme to deliver new homes for Service families that are fit for modern family living and fully embrace sustainability. 
You will be part of a small team with wide interaction with other DIO departments and contractors that support the purchase activities and Housing developers in the delivery of SFA.
You will play a key role in coordinating the activities of stakeholders and maintaining the relevant data bases and producing supporting information to support business cases for new developments.  
This is a growing and fast moving programme that has to agile to meet the other projects and programmed in defence. A key component of service live is the provision of living accommodation not only for Service personnel but for Service families. The capital purchase programme supports numerous projects and programmes and is central to ensuring SFA is available to support families and allow the delivery of military capability. 
The need to be able to communicate effectively at multiple levels and provide timely and accurate information and help drive projects forward will present challenges which will need to be addressed and resolved. 
DIO Accn is committed to upgrading and delivering energy efficient and sustainable homes. The department will in 2024 deliver the first large scale NZC housing development setting the standards for sustainable homes for the MOD. You will have an integral role in the delivery of this project.   
The Programme is delivering modern sustainable home for families, delivering on the sustainability commitments of defence and setting the standards for living accommodation. It is supporting the drive to reduce carbon emissions and provide homes and neighbourhoods that are pleasant to live in
DIO Accn are leading the way in the delivery of sustainable homes. The challenge in not justifying there is a need it is delivering that need and upholding the commitment in the Armed Forces Covenant, that where military accommodation is provided it should be of ‘good quality’.

Person specification

Administration of the SFA Capital Purchase programme.

•    Maintenance of Capital Purchase data, tracking and on boarding data base.
•    Develop and manage Risk Register for the capital purchase programme. 
•    Assisting in the preparation of OBCs and FBCs for Capital Purchase projects.
•    Liaison with internal and external stake holders. 
•    Providing follow up data and evidence to support RFIs.
•    Updating of processes and protocols in accordance with policy changes.
•    POC for developers providing properties to the Capital Purchase and Capital build programmes.
•    Provide support for MOD fit out and SFA specification. 
•    Run the data base and track the purchases and completions.
•    Coordinate consultants conducting the snagging and handover. 
•    Monitor on boarding of SFA to FDIS contract. 
•    Produce Information Notes (Ins) for purchase feedback to Central Approvals Programme Management Office, Defence Portfolio and Approvals Secretariat.
•    Liaise with DIO Land Management Services (LMS) to create land parcels that appear on the Information Management System (IMS) for SFA.

Desirable Experience & Skills:

Essential:

  •     Project Management and experience in delivering major projects.
  •     Programme Assurance and the Approvals Process including:
    •     Risk and Complexity Assessment
    •     Programme Evidence & Assurance Tailoring (PEAT) Tool

•    Experience of working with contractors and or MOD Industry Partners in the successful delivery of major projects at a senior level. 


Desirable: 
•    Programme management experience. 
•    Working knowledge of the MOD SFA estate. 
•    Working knowledge of JSP 655, JSP 464 and JSP 850 
•    Understating of the Government Business Case process including investment appraisals and how to produce them.
•    Working knowledge of UK building regulations.
