DWP Digital Recruitment  and Resource Governance Team has the overall responsibility for recruitment of both Permanent staff and Contingent Labour Resources enabling DWP Digital to build capability to deliver its objectives to the Department. The Team also undertakes the governance assurance for the recruitment of contingent labour.

In this role you will lead a busy and high performing team, focused on delivering an excellent customer experience.

A key accountability will be delivering recruitment to the highest standards, meeting DWP Digital’s resourcing demands whilst ensuring all governance and policies are adhered to and ensuring value for money.

Job description

As a Digital Capability Manager, you will:

  • Lead on the Governance activities to support the recruitment of contingent labour. This will include ensuring alignment to both Departmental and external Governance Frameworks are adhered to.
  • Lead the secretariat function for various Assurance Boards within Digital’s remit, working closely with key stakeholders and colleagues to deliver this.
  • Be responsible for the delivery of skilled resources into Digital Group to meet the demands of the business, helping to build skills across the organisation in response to both immediate and future Departmental priorities.
  • Lead a highly motivated team and be accountable for overall team performance, providing line management support in line with DWP policies.
  • Work closely with multiple stakeholders and customers to deliver innovative and cost-efficient resourcing solutions which maximise the opportunities available through the various sourcing routes available.
  • Help shape the demand profile for individual capabilities to inform future demand. Identifying the most appropriate and cost-efficient routes to meet this.
  • Be responsible for operational contract management activities for specific contracts, gathering and using evidence from wider stakeholders and users of the various contracts to inform supplier performance reviews.
  • Work with suppliers and stakeholders to identify and pursue opportunities for improvement and efficiencies Provide accurate and timely input into the various senior briefings.
  • Initiate and lead on specific projects, using data, insights and trend analysis to provide briefings for senior managers, as well as inform new opportunities and decision making.
  • Work with key stakeholders from across the business to support the development of a strategic workforce plan.

Salary Information

Pay for this role is from £40,201 to £43,347.

Our offer to successful candidates will be based on an assessment of your skills and experience as demonstrated at interview.

Existing Civil Servants who secure a new role on lateral transfer should maintain their current salary.

Existing Civil Servants who gain promotion may move to the bottom of the next grade pay scale or 10% increase in salary whichever would be the greater.

Location

Please be aware that this role can only be worked in the UK and not overseas. Relocation costs will not be reimbursed 

Hybrid Working

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.  This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

Stage 1: Application

As part of the application process you will be asked to complete:

2. Civil Service Management Judgement Test.

After submission of the first stage of your application you will be invited to complete the Civil Service Management Judgement Test. If you successfully pass this, you will be invited to complete the final stages of the application. 

Please complete the online test as soon as possible (within 24-48 hours is recommended) the closing date for the tests is 23:55pm on 7th January 2024. If you fail to complete the online test before the deadline your application will be withdrawn. Guidance for the test will be available when you are invited to take the test. The test is administered online and accessed via the Civil Service Jobs website. 

Following successful completion of the test, you will then be asked to complete: 

3. Your employment history detailing your responsibilities, skills, accomplishments, plus your qualifications and relevant training. Please copy this information into the box field provided.

4. Personal statement up to 1000 words.

The sift panel will use the information in your employment history and personal statement to assess your experience, skills and knowledge against the essential criteria above.
