Job description

Development Scheme Manager North – Role Overview

We are looking for a Development Scheme Manager to provide leadership and line management to a dispersed team of APC Candidates, Placement Students and Apprentices within District Valuer Services (DVS) North. This is a high-profile role to ensure delivery of the Agency’s Surveyor Pipeline.

DVS sits within the Chief Valuer Group (CVG) and is responsible for providing a range of statutory and non-statutory functions, many of which date back to the founding of the VOA in 1910. These are: 

  • Provision of advice on valuations and apportionments for national taxation purposes 
  • Provision of valuations and property advice for Other Public Bodies (OPBs) to support their implementation of a wide range of regulatory and legislative functions.
  • The delivery of government policies and estate strategies in situations where there is a property requirement related to the exercising of a public function and / or public money is involved.

 Development Scheme Manager North – Key responsibilities

  • Building awareness and maintaining knowledge of all Surveying/Professional Development Programme Requirements within the VOA to ensure training, support and development is provided to team members enabling them to achieve qualification and end point assessments.
  • Supporting APC candidates throughout their Development Programme.
  • Building strong relationships and working collaboratively with key stakeholders to ensure delivery of support in a timely and relevant manner.
  • Effectively managing the team’s operational performance against strategic objectives, through coaching and development discussions
  • Taking proactive action where poor performance/attendance within the team is identified, using HR Policies and Guidance.
  • Creating and promoting an inclusive working environment that values everyone for their individual contributions.
  • Understanding and engaging the team regarding plans for change and encouraging and supporting innovation and continuous improvement.
  • Effectively working as part of a national team where liaison, flexibility and smart working are paramount.

Person specification

The Development Scheme Manager should be highly organised and be able to prioritise your own and your teams work areas through competing demands and conflicting development timelines. You should be able to apply problem-solving techniques when making decisions.

You should have a passion for and be interested coaching and supporting individuals, providing feedback to improve their performance and achieve their potential.

Essential Criteria

  • Be able to lead a team, and develop and maintain strong relationships with internal colleagues.
  • Good leadership and communication skills to enable effective management.
  • Being able to inspire and motivate individuals to deliver their business and development objectives.
  • Experience of working in an Operational Delivery environment with strong business awareness.
  • Be able to coach individuals to improve their progression through a development programme.
  • Be able to identify risks and issues, proposing solutions.
  • Willingness to travel.
