Job summary

Short Summary

As part of the L&D  team you will use your adult learning expertise to design learning interventions across a variety of formats - workshops, peer learning sessions, action learning sets, workbooks, quizzes - the more fun and creative the better. 

Design them alongside colleagues in the change programme, Organisational Design team, SMEs in the business, and L&D colleagues who have built strong relationships with the business and its people. Deliver them through a team of trainers you will line manage, partners across Cabinet Office, HR and Operational Delivery professions, and external trainers. You will manage the Trainer Facilitator, who will deliver the products you create alongside a team of volunteer Associate Trainers.

Job description

The Team

The Learning and Development (L&D) Team is newly formed - you will be part of creating a modern and effective capability function for GRS. The team is led by an SEO Senior L&D Manager, and following a recent learning needs analysis exercise we are recruiting an HEO Learning Design and Delivery Manager, EO Trainer Facilitator, and HEO L&D Business Partners. 

You will work closely with the L&D Business Partners who consult within the business to identify learning needs and capability gaps, and ensure your L&D interventions are embedded in ways of working. The business partners will also deliver L&D - however they will own one off projects that respond to business needs, whereas you will be responsible for our flagship core learning offer. You will line manage the trainer to ensure they are using modern training, facilitation and collaboration techniques, in particular looking to embed learning wherever possible in the flow of work. You will draw on the subject knowledge within the business, using your adult learning expertise to create effective interventions. You will task manage, influence and engage L&D delivery partners in cabinet office and across the civil service, using external suppliers where necessary. 

Responsibilities

  • Line Management of Trainer Facilitator, task management of internal and external delivery partners 
  • Provide consultancy through the full learning cycle - from diagnostics, through design and delivery, to evaluation
  • Undertake programme and project management of end-to-end design and delivery for L&D products that are fun, engaging and informative; have the learner experience at heart; are aligned to strategy; relevant to need; and timely
  • Create sustainable learning delivery plans that ensure interventions are available as close to point of need as possible, and on an ongoing basis 
  • Provide partnering support, challenge, and best practice learning advice to those responsible for capability development within the business and manage the continuous improvement of these interventions
  • Provide excellent coaching, performance management and development of the EO trainer to ensure their continued performance, engagement and progression.
  • Quality assure a team of volunteer Associate Trainers - subject matter experts in what they do - who will be managed by the EO trainer
  • Measure the impact of your interventions and ensure they are building staff who can deliver what GRS needs now and in the future
  • Deliver through others - to get their input into designing your materials, and to get them to deliver them - you will be comfortable managing without authority 
  • Partner with Commercial colleagues and business leads to ensure that Learning and Development contracts deliver quality products and value for money

Person specification

  • Recent experience of working in a learning environment with demonstrable knowledge and experience of different learning approaches and their application
  • Confident presentation and communication skills, both written and verbal, in person and online - with the ability to present information clearly and effectively to different audiences
  • Excellent project management skills, dealing with a wide range of stakeholders (including senior) and prioritising a varied portfolio of work within a high pressure delivery schedule
  • A people focussed approach to line management that ensures high quality delivery and encourages innovation 
  • Data analysis and insight skills to identify areas for development, and evaluate the success of programmes designed to meet them to demonstrate resulting change for the individual, their teams, and GRS as a whole
  • High level of comfort using a variety of technologies to deliver learning and manage projects, partnered with a curiosity for finding and exploiting opportunities presented by new technologies
  • A proactive and positive approach that engages others and role models the learning agility needed to build a learning culture
  • Ability to work independently to get things done, whilst also identifying opportunities - and creating the right environment - for collaboration and teamwork
